两办印发关于深化公安执法规范化建设的意见

 　　China has recently issued a guideline to improve "the quality and public credibility of law enforcement."

　　近日，我国印发了一份有关提高执法质量和公信力的意见。

　　The guideline, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, identified areas that the police could improve in its law enforcement activities, such as application of information technology.

　　这份由中共中央办公厅、国务院办公厅发布的意见明确了公安在执法活动中可完善的方面，比如对信息技术的应用。

　　According to a Ministry¹ of Public Security statement, there are concerns that some police officers lack sufficient legal awareness².

　　根据公安部的一份声明，人们普遍担心一些警察缺乏足够的法律意识。

　　"Their ability to handle new situations and new problems needs to be improved," it said.

　　该声明还声称：“他们处理新情况和新问题的能力还有待提高。”

　　The guideline called on the police to perfect the mechanism³ that ensures lawyers' right to practice, including keeping defense⁴ lawyers informed, hearing their defense, as well as accepting lawyers' appeals and complaints.

　　该意见呼吁公安要健全保障律师执业权利的机制，包括告知辩护律师案件情况、听取其辩护意见、接受律师的申诉、控告等。

　　Regarding supervision⁵, the guideline ordered heightened accountability, saying that police officers will be held accountable throughout their life for cases they handle.

　　在监督方面，意见要求加强责任制，实行公安民警办案终身负责制。

　　Public security authorities should also use the law enforcement information network, so that all cases can be tracked and reviewed, according to the guideline.

　　根据意见，公安机关还应使用执法信息网络，以便对所有案件进行追踪和审查。
