Make sure the requestor understands first how positively¹ you feel about them, despite the fact that the requested task can not be accommodated in your current workload², strategy or other boundary.

 

Requestors are then less likely to be left with the impression that your rejection³ is a personal affront⁴.

 

1 positively   

adv.明确地，断然，坚决地；实在，确实

2 workload
