China, Vietnam agree to deepen partnership along three tracks
Chinese Premier Li Keqiang has issued a new pledge to try to "narrow" differences over territorial disputes with Vietnam.
Li Keqiang has made the pledge while meeting with Vietnamese counterpart, Nguyen Tan Dung, in Hanoi.
"The two sides need to keep reinforcing mutual trust in terms of politics and continue high ranking exchanges to widen the mutual benefit to the two nations. Regarding the matter of the South China Sea, our two nations have to try our best to manage and control the dispute and narrow the disagreements."
The two leaders have also signed agreements connected to finance, education and maritime exploitation.
Last year, two-way trade between the two countries topped 41-billion US dollars.
Li Keqiang is in Vietnam for the last leg of his current Southeast Asia tour.
Visa Exemption to Bring a New Wave of Chinese Tourists to Thailand

Both tourists and tourism industry insiders are expressing optimism about the possiblity of bilateral visa exemptions between Thailand and China.
CRI's Jordan Lee has more.

On the heels of the original proposal by Thai authorities, Chinese Premier Li Keqiang has told the Thai Parliament in Bangkok his government is willing to hold talks about bilateral visa exemptions for tourists from the two countries.
Li Keqiang says visa exemptions for regular passport holders will offer Chinese and Thai tourists more convenience and promote more people-to-people exchanges.
Thailand is the first country within the Association of Southeast Asian Nations to enter discussions with China on this issue.
The China National Tourism Administration contends China has become Thailand's largest tourism market.
About 3-million people traveled between the two countries last year.
That number is expected to rise to 5-million if visa exemption policy comes into effect.
Applying for a Thai visa takes between three to five days and costs about 240 yuan for Chinese citizens.
For most Chinese tourists, the cost is not the issue.
"It's not only about saving time and energy. Visa-free travel means we can simply pack our bags and take off at any time. It's a new holiday-making experience."
Travel agencies are seemingly equally optimistic about the visa-free policy.
Wang Pengju, from U-Tour, one of China's largest travel agencies, says he looks forward to seeing this development go through.
"It will definitely bring huge benefits to Thailand as a travel destination if the policy takes effect. First of all, there will be a remarkable increase of tourists. It will also boost the travel market."
The proposed visa waiver is likely to change Chinese travel patterns.
Wang Wei with the Thailand Tourism Administration Office in Beijing says instead of joining packaged tours, Chinese tourists are more likely to create a "Do It Yourself" trip.

"DIY tours are growing more popular among Chinese tourists [traveling] to Thailand. The number of DIY travelers is on the rise. They account for about 30 to 40 percent of total Chinese tourists that went to Thailand last year."
Thailand is becoming a popular destination for China's middle-income holiday makers, as the country has a solid reputation and can accomodate tourists at a relatively low cost.

Suicide bombing targets Syria's state-TV
A pair of car bombs have gone off outside the headquarters of Syrian state television.
The blasts have done damage to the property and have also disrupted the broadcast.
At least one person, believed to be one of the bombers, is dead.
Several others have been hurt in the blast.
This is the second time Syrian state TV has been targeted.
Last year an explosive device ripped through the 3rd floor of the state-TV headquarters in Damascus, killing a number of employees.
It's believed that bomb was set off by a state-TV employee who was working with the rebels.
ICRC staff members abducted in Syria
7 aid workers have been kidnapped in northern Syria.
6 members of the Red Cross and one member of the Syrian-Arab Red Crescent were taken early Sunday morning near Idlib.
The group was taken by armed men who stopped their convoy.
The Red Cross has since issued a statement, calling for the immediate release of the aid workers, noting their vehicles were clearly marked as belonging to the Red Cross.
The ICRC says incidents like this undermine their ability to provide aid to people on both sides of the conflict.
90 killed in stampede in central India
At least 90 people are dead following a stampede in central India.
Over 100 others have been hurt in the incident, which took place at a Hindu temple in the central state of Madhya Pradesh.
The official death toll stands at 91.
10 others are in critical condition.
There are conflicting reports as to exactly what happened.
Some eye-witnesses say the stampede began after police began using their batons to try to prevent people from jumping the queue.
However, police inspector Dilip Arya says the stampede began after rumors began swirling that a bridge at the temple was going to collapse.
"Some people spread a rumour that the bridge was falling. Their objective was to reach the temple quickly. They were unable to go due to a massive crowd. This led to the stampede."
Around 500-thousand people had gathered at the temple for a Hindu religious festival.
Security tight in Moscow after mass demonstrations
Authorities in Moscow are on high alert in the city's downtown core, following mass demonstrations there on Sunday.
Over 200 people have been arrested after rioting broke out south of the Kremlin complex.
Earlier in the day on Sunday, angry demonstrators stormed a vegetable market in the area, searching for the person they believe is responsible for a murder.
When police showed up to try to restore order, demonstrators eventually turned on police.
Russian Interior Minister Vladimir Kolokoltsev is vowing to restore order.
"Literally tomorrow, activate the work in relation to all of the vegetable warehouses, which are a constant source of tension, especially in the districts that circle those warehouses. I am asking the head of the Moscow police and I'm asking all managers... to quickly deal with these warehouses, bring about order."
Angry protesters contend a migrant worker working at one of the vegetable markets stabbed a young Russian man to death after an arguement earlier in the week.
The suspect then fled the scene.
Foreigners living in Moscow have been advised to avoid going into public areas in the city.
Obama, Pelosi discuss "clean" debt ceiling increase
US President Barack Obama has held a telephone conversation with House minority leader Nancy Pelosi to discuss the impending debt ceiling.
The two talked about what would be required to have House Republicans get behind a so-called "clean" bill to increase the debt ceiling.
A "clean" bill would involve no other provisions in the legislation, other than increasing the government's ability to pay its bills.
House Republicans have offered a 6-week increase to the debt ceiling.
However, Obama wants a longer duration.
The US government is going to lose its ability to pay its bills as of Thursday if lawmakers don't pass an increase to the debt ceiling.
Failure to do so would result in the US government essentially going into default.
IMF Managing Director warns failure to lift debt ceiling could lead to massive disruption
With the US debt ceiling looming, the International Monetary Fund has issued another warning about the possible US government default.
IMF Managing Director Christine Lagarde.
"If there is that degree of disruption, that lack of certainty, that lack of trust in the U.S. signature, it would mean massive disruption the world over, and we would be at risk of tipping yet again into recession, that was the impression around that big table."
At the same time, Lagarde is also warning of the impact the current US government shutdown is having on the US economy.
The budget battle between the Democrats and Republicans has idled around 800-thousand federal government workers.
Mass demonstrations have been taking place in front of the US Capitol building and the White House.
"All these people are down here because things are broken. It's broken all the way around. I mean, isn't it? I mean, I'm tired of getting kicked around, I've lost money on this."
"You know what, it's Republicans and Democrats, it's not just a one party deal, okay? It's the establishment. It's the elected officials are no longer representing the people. It doesn't matter if you're a Democrat or Republican, you have to look at this as an American and see that they aren't looking out for you."
The demonstrations have remained peaceful.
The US government shutdown began on October 1st.
Nuclear negotiator says Iran will not suspend programme ahead of talks
The Iranian government has issued a new statement, saying it will not suspend the enrichment of uranium ahead of its forthcoming talks over its nuclear programme.
Abbas Araghchi is Iran's top nuclear negotiator.
"We'll not allow uranium enrichment to be suspended, even for one day. I mean the enrichment itself is not negotiable, but the extent and level of enrichment is negotiable. Shipping the nuclear material abroad is our red line. For various reasons we are not willing and will not agree to shipment of even one gram of uranium from Iran."
The comments come ahead of new negotiations between Iran and the five permanent members of the UN Security Council plus Germany, which are set to be held in Geneva on Tuesday and Wednesday.
In previous sessions, the P5+1 has asked Iran to suspend its high-grade uranium enrichment and close its underground bunker at Fordow.
The Fordow side is where the IAEA has concluded Iran has conducted testing connected with nuclear weapons production.
In return for the concessions, the P5+1 has offered to relieve some of the sanctions on Iran's petrochemical and precious metals industries.
However, Iran has turned down the proposal, insisting its nuclear programs are for peaceful purposes only.
15th round of peace negotiations ended between government and FARC
The Colombian government and the country's FARC rebels have concluded their latest round of peace negotiations.
For the first time, no joint statement has been issued.
The Columbian government, instead, is accusing rebel negotiators of deliberately stalling the talks by bringing up issues not on the agenda.
It's also accusing FARC of using the talks for propaganda purposes.
At the same time, FARC is accusing the Columbian government of not taking seriously the 100 proposals it had offered.
FARC negotiator Ivan Marquez.
"In this closing cycle, the country must be clear about the great truth; we have worked hard everyday, there has not been a day in which we have not presented proposals and solutions. There has not been a day in which we have not propitiated advances. "
The talks have dragged on for 11 months with only a partial accord on agrarian reform, which is one of 6 major areas to be covered.
The next round of talks are scheduled for next week in Havana, Cuba.
President Juan Manuel Santos, who is expected to run for a second term, has staked his legacy on bringing an end to the conflict.
It's widely believed Santos has been pushing to have the negotiations concluded before the elections.
Israel uncovers underground tunnel leading from Gaza to Israel
Israel authorities are freezing the transfer of building materials to Gaza, after the discovery of another tunnel leading from the enclave into Israel.
The Israeli military says it believes the 1.7-kilometer-long tunnel has been used by Hamas to launch attacks inside Israeli territory.
Israeli Prime Minister Benjamin Netanyahu.
"I want to praise the soldiers of the Israeli army for uncovering the terror tunnel from Gaza. Part of our policy is robust anti-terror action, both in foiling and in intelligence actions, proactive action and responsive action. "
The Israeli government has subsequently blocked 70 trucks loaded with shipments of cement and gravel from entering the Gaza strip.
The discovery is the latest in a series of tunnels that have been uncovered over the years leading from Gaza into either Egypt or Israel.
The tunnels have been used to mostly smuggle both goods and people in and out of Gaza.
Young Entrepreneurs Experience Startup Ecosystem in Israel

Twelve entrepreneurs from different countries are undergoing a 5-day intensive course designed to try to help them learn about the startup ecosystem in Israel.

As winners of Start Tel Aviv, an international startup competition held by Israel, 12 startup founders from 12 countries have been given the opportunity to attend 'the Startup Nation' to learn from leading investors and professionals.
Chinese winner Hao Peng, CEO of a startup focusing on personal healthcare products and services, says he is looking forward to being part of the activities.
"My main purpose is to communicate with winners from other countries and see whether there's something that we can learn. I would also like to chat with Israeli companies to find the opportunities for collaborations. And I want to find out how such a small country can create such huge achievements in such adverse circumstances."
The Start Tel Aviv experience is taking place during the DLD Tel Aviv Innovation Festival.
Hao and other 11 winners will have the opportunity to meet with local startups, as well as innovators and entrepreneurs from all over the world.
Daniel Zonshine with the Israeli Ministry of Foreign Affairs says this a good way for the winners to better understand Israel.
"This creativity, this innovation, this entrepreneurship, this spirit, is so unique. I hope this week will be a good experience that you take back to your countries, and that the connections between you and Israel will remain and will be developed in the future for the benefit of all of us."
Hila Oren, CEO of Tel Aviv Global Tourism, co-organizer of the event, says she hopes these young entrepreneurs can learn from Israeli startups.
"We want the best people, the best minds will come here. They will get to think out of the box, thinking and talking straight forward. They will get the spirit, the idea that you are not supposed to be afraid of failure, you must try, work hard, and then most likely you'll succeed. And if you do fail, just try again. This is all what entrepreneurship is."
Omer Shai is an Israeli startup founder.
He says people need to learn from adversity.
"They need to learn how to recover out of failure. Almost all of us failed before we succeed. And it's really important to know how to catch up after the failure and to start again."
The city of Tel Aviv is home to over 700 startups.
It's also home to hundreds of multinational high-tech companies and R&D centers, and is considered one of the world's leading innovation hotspots.

This week, US lawmakers will be busy dealing with the 16.7 trillion US dollars federal borrowing limit and the potential reopening the federal government.
If the borrowing cap is not increased by Thursday, it could lead to a U.S. default.
The government has been partially shut down since October 1st.
On top of the shutdown, investors will also be busy with third-quarter results, led by bellwethers General Electric, Goldman Sachs and Google.
Investors are also going into this week partially blind, as US government-prepared economic data is being delayed because of the current federal government shutdown.
In emerging markets, China and India will release their respective September CPI data this week.
Tuesday will see fashion house Burberry publicize its half year results.
Citigroup and Coca-Cola's third quarter results are due out on Tuesday.
On Wednesday,
South Korea will come out with its September unemployment numbers.
Pepsi will report its third quarter results.
On Thursday, the market will expect earnings reports from Nestle and Google.
Also all eyes will be on China's GDP figures the same day.
But, of course, Thursday also marks the debt ceiling in the United States, which is likely to overshadow all other news on that day, provided lawmakers don't come to an agreement before then.
Shanghai Free Trade Zone to Launch Internet Financial Services Platform
Observers are now anticipating financial regulators are set to start granting online securities broker licenses within the Shanghai Free Trade Zone.
The anticipation comes after Japan's SBI Holdings, a leading internet-based financial conglomerate, set up an internet financial services platform in the FTZ.
The Japanese firm is partnered up with China Lujiazui Development Group and New Hope Group.
Its expected the financial platforms will be able to carry out online business for stocks, banks, insurance and foreign currency trading.
The China Securities Regulatory Commission is on-record saying eligible individual and institutional investors in the FTZ will be allowed to conduct two-way investments in both the domestic and overseas markets.
China to Publish Shanghai FTZ Foreign Trade Data Next February
The General Administration of Customs is said to be working on new plans to gauge the imports and export data specifically within the Shanghai Free Trade Zone.
The GAC says it expects to begin releasing the official trade figures for the Shanghai FTZ around February.
The move would follow on the heels of specific accounting practices for the FTZ, which are being put in place to monitor the potential inflow of so-called 'hot money.'
Hot Money refers to speculative capital which flows quickly in and out of an economy.
Chinese company to invest in surrounding business of Manchester Airport
A Chinese firm is set to become part of a nearly 1.3-billion US dollars business park project, which is going to be built adjacent to the main airport in the northern city of Manchester.
The Beijing Construction Engineering Group is among 3 groups teaming up to build the park.
The annoucement was made during UK Chancellor of the Exchequer George Osborne's visit here in Beijing.
"It's impressive because it's an 800 million pound joint venture between the Beijing Construction and Engineering Group and Carillion, and I think by the way this is the first investment by Beijing Construction in the UK and it is incredibly welcome.For we see China's remarkable economic success story, not as a threat, but a huge opportunity for our country"
With 5 million square feet of operational space, the development is said to be the largest of its kind in Europe.
It also marks the largest infrastructure investment in the UK since the 2012 London Olympic Games.
The project is expected to create more than 16-thousand jobs for the area.

Meanwhile British Chancellor of the Exchequer George Osborne also says he wants visa applications for Chinese visitor entering the UK to be relaxed.
Under the new plan, Chinese nationals visiting the European Union will not need to submit separate visa applications for Britain.
However, the relaxed rules will only apply for Chinese nationals travelling with select travel agencies.
A 24 hour "super priority" visa service will also be available next summer.
Currently, Chinese visitors have to apply for a separate visa for the UK, even if they have a visa for the European Union.
Britain issued 210-thousand visas to Chinese nationals last year.
CEO expects Airbus to surpass Boeing in 2017-18
Airbus' CEO Fabrice Bregier says his company will surpass Boeing as the world's number one aircraft maker in four to five years.
Bregier is making the prediction now that Airbus plans to increase production of its new A 320 Neo model.
Airbus also plans to increase the production of its new long-haul A350.
Bregier contends this will make Airbus the world's leading aircraft maker in 2017 or 2018.
Europe prepares to come clean on hidden bank losses
Eurozone countries are said to be working on plans on how to pay for the regions' ailing bank debt.
The International Monetary Fund says it believes Spanish and Italian banks are poised to record combined losses worth some 230-billion euros in loans over the next two years.
Finance ministers from the 17-nation currency union are set to meet in Luxembourg later on this Monday to discuss forthcoming banking stress tests.
The meeting is also expected to discuss the creation of the EU banking union.
However, Germany's finance minister will not be in attendance, leaving the discussions over the banking union somewhat moot.

Chinese swimming team seeing off the golden ten years

The East Asian Games are winding down in Tianjin.
Over the weekend in badminton,
China's Du Pengyu and Han Li claimed the mens and womens singles titles. While Chinese pair Ma Jin and Xu Chen triumphed in the mixed doubles.
The Chinese mens basketball team set up a final clash with Chinese Taipei, after beating South Korea 61-52 in the semifinal.
The womens basketball squad already claimed their gold medal, with Japan coming in second and Chinese Taipei taking bronze.
Swimming events are also in full-swing.
Rising star Ning Zetao claimed his first international gold after winning the mens 100 meter freestyle yesterday. He just barely missed beating the Asian record he set at the National games one month ago.

The Chinese swimming team has clinched a total of 20 golds out of 28 after the first four days competing at the East Asian Games.
The medalists include London Olympic champions Ye Shiwen and Jiao Liuyang, who won a bronze medal in an unfamiliar event, the 50-meters butterfly race.
The 22-year-old Jiao gave up her spot in the 200-meter-butterfly, which is her specialty, so that younger teammates would have a chance to compete.
Cui Dengrong, the coach for gold-medalist Lu Ying, says the team is now faced with the challenge of finding new anchors.
"We will have to start looking for new talents after Tianjin. All my A-listers are getting old. Two of them, Sun Xiaolei and Zhong xinxian have already retired right after the National Games. So putting together a new team will be the next challenge."
Xu Qi, who has been heading the national swimming team since the Beijing Olympic games said competitions are important for discovering new talents.
"Since 2003, nurturing new talents has been a focal point of our work. 2008 on, we began holding 4 to 5 national competitions among the B-listers to find out the new talents every year. The program has yielded good results, most of the high-achievers you see here were selected through those competitions."
But Xu was quick to add that he has the same concerns with Lu Ying's coach, since over a dozen medalists on his team are now retiring.
"We are faced with the daunting task in next year's Rio Olympics, really tough situation. Though we are doing well here at the East Asian Games, not to mention last year's London Games, but obviously many great simmers are leaving this year, most of them being the main strength of the team for years now."
This year has been particularly busy for the national swimming team.
There were only a few weeks between the FINA World Swimming Championship and last month's National Games in Liaoning.
And than two weeks later, the East Asian Games began.
Cui said after the East Asian Games, there is lots of work to be done as Chinese swimmers will soon be put to the test again.
First comes the Asian Games in Inchon, South Korea next year and then the Rio Olympics in 2016.

All Blacks claim victory in first round of World Sevens Series

New Zealand opened the Sevens World Series with a victory over Australia at the Gold Coast Sevens.
The All Blacks came from being 12 points behind in the first five minutes to beat their hosts 40-19.
For the All Blacks, Joe Webber returned to the sevens circuit after a season-long absence. Scott Curry is back after recovering from an injury. And the only new cap Ambrose Curtis, scored two tries in his debut.
Round two will take teams to Dubai next month.
Vettel closes in on drivers championship title with win in Japan
Sebastian Vettel won the Japanese Grand Prix, but will have to wait a little longer to be officially crowned the youngest four-time formula one world champion.
The Red Bull driver only needs a fifth-placed finish in India next week to claim his title.
At Suzuka, Vettel was challenged by Lotus's Romain Grosjean, who held the lead for half the race.
"I had a very, very poor start - I think it was right between Romain and Lewis. I clipped a little bit the front wing, I think Lewis had a puncture after that. I couldn't go anywhere. But after that we were patient enough, looked after the tyres and had incredible pace towards the end."
Grosjean ended up falling behind to finish in third.
But it was a much better race for him than last year's at Suzuka, where he collided with Mark Webber in the opening seconds, and earned the nickname"first-lap nutcase".
Kansas City Chiefs remain unbeaten after beating Oakland

The Kansas City Chiefs remain unbeaten after their 24-7 victory over the Oakland Raiders.
Raider's quarterback Terrelle Pryor threw for 216 yards and a touchdown, but the Chiefs defense pressured him into throwing three interceptions in the second-half.
The Chiefs won just two times last year, but are now enjoying their second-best start in franchise history with six wins so far.
A late 43-yard field goal lifted the Cincinnati Bengals over the Buffalo Bills 27-24.
Also, the Green Bay Packers beat Baltimore 19-17.
Pittsburgh defeated New York Jets 19-6.

Detroit Tigers look to leave Boston with 2-0 series lead

The Detroit Tigers are one up in their best of seven American League Championship series with the Boston Red Sox.
The major's lone 20-game winner Max Scherzer will replace Detroit pitcher Anibal Sanchez in game 2.
That game gets underway at 8:07 this morning Beijing time.
And in the National League, the St. Louis Cardinals beat the Los Angeles Dodgers 1-0 to take a 2-0 lead in their championship series.
David Lynn triumphs at Portugal Masters

England's David Lynn came from being six shots behind to win at the Portugal Masters. Lynn shot an 8-under closing round of 63 for his second european tour title.
And in the LPGA,
American teenager Lexi Thompson earned her second career title at the LPGA Malaysia after carding nineteen under overall.
China's Feng Shanshan finished four shots behind in second.

Actress Gillian Anderson has urged fans to campaign for a third X-Files film.

The Agent Dana Scully actress claims a swell of fan encouragement for another film could sway production studio 20th Century Fox in producing another film.
Anderson starred alongside actor David Duchovny in the mega popular sci-fi television series from 1993-2002.
The series spun-off two films, however many fans were disappointed by the last film, X-Files: I Want to Believe, in 2008 as the film did not continue with the film's ongoing extraterrestrial conspiracy based plot.
Duchovny has added both he and Anderson are on board to star in another film, but it is unlikely to happen unless fans demand it.
Series creator and writer Chris Carter is also interested in a third film focusing on the aftermath of the December 22nd, 2012 colonization date when aliens were supposed to invade Earth in the series.
Reilly and Ferrell to Star in New Comedy Together
Actors and comedians John C. Reilly and Will Ferrell will once again co-star in a new comedy titled Devil's Night.
The pair starred in the absurd comedies Stepbrothers and Talladega Night together to an overwhelming audience reception.

Devil's Night will be the 3rd film they star in together and will take place on the night before Halloween when pranksters decorate their neighborhoods with eggs and toilet paper.
Reilly and Ferrell will play friends who bonded over, then were torn apart by their hijinks as pranksters.
However, when the October 30th celebration gets out of control they are forced to band together one last time to save the neighborhood.
Screenwriting team Andrew Mogul and Jarrad Paul, who wrote actor Jim Carrey's film Yes Man, penned this new script.
Reilly is rumored to have a small cameo in the upcoming Ferrell film Anchorman 2: The Legend Continues.

Composer Hans Zimmer on the Fence About Returning to Superman Franchise
Academy award winning composer Hans Zimmer says he's not sure whether he'll return to work on the sequel to this summer's Superman film Man of Steel.

Zimmer, who created an entirely new score for Superman this year, says his problem is coming up with ideas for the Batman element to the sequel.
Academy Award winner Ben Affleck will be appearing as the Caped Crusader in the next Superman installment meaning Zimmer has his work cut out for him.
Zimmer has had some tough shoes to fill writing a new score for Superman by having to follow fellow composer John Williams' legendary score from the 1970s.
The composer says he'll be happy to take a meeting with the director of the new film to try and be convinced though.
