TopChinese president to address APEC Economic Leaders' MeetingAnchor:
President Xi Jinping is going to address the upcoming APEC meeting in the Philippines, elaborating on Chinese policies and views on cooperation.

The meeting will be held in Manila from November 17th to the 19th.
Chinese Vice8 Foreign Minister Li Baodong says Xi Jinping is expected to address the meeting and talk about the achievements made at APEC meeting in Beijing last year.
"He will deliver an important speech at the meeting, elaborating on our policies and ideas on cooperation in the Asia Pacific region, introducing the implementation10 of the achievements made at APEC Beijing, and expounding11 policies and measures on comprehensively deepening reform and promoting economic transition and upgrading in line with the proposals of the 13th five-year plan."Specific topics of the meeting will include regional economic integration12, small and medium enterprises, human resources, and sustainable development.
A leaders' declaration will also be issued during the APEC meeting.
Wang Shouwen, Chinese vice minister of commerce, says China has three ideas to promote Asia-Pacific economic cooperation.
"The first is to actively13 promote the establishment of an Asia-Pacific free trade area. The second consideration is the comprehensive launch of the connectivity and cooperation on a global value chain and supply chain. The third is that we expect the APEC members to send positive supportive signals to the WTO Multilateral Trading System and push forward the successful conclusion of the Doha Round talks."Apart from the APEC meeting, Xi Jinping will also attend a series of other activities.

China Urges US to Ratify IMF ReformChina's central bank says it is teaming up other countries to urge the United States to ratify IMF reform.
The move comes ahead of President Xi Jinping's attendance at the G20 summit in Turkey and the APEC summit in the Philippines.
Zhu Jun, with the International Department of the People's Bank of China says China will try its best to protect IMF's legality and effectiveness.
"Everyone is probably quite clear the main issue is the IMF share reform issue. This share and administration reform proposal was passed in 2010 but has never been implemented17 because of the U.S. Congress. Over the past few years China, together with one other country, has been urging the U.S. to pass and implement9 this reform proposal, and we call on all sides to do the utmost to protect the IMF's reputation, legality and effectiveness,"The identities of the countries China hopes to work with have not been revealed.
China has long urged the US Congress to adopt reforms to give emerging markets a bigger say at the IMF.
China's FM Visits the PhilippinesChinese Foreign Minister Wang Yi paid a courtesy call to Philippine President Benigno Aquino at the Presidential Palace in Manila on Tuesday.
Wang was in the Philippines for a working visit that was aimed at improving Beijing's relations with Manila.
Earlier in the day, Wang met Philippine Foreign Affairs Secretary Albert Del Rosario.
The China- Philippines relationship has been strained amid severe difficulties caused by disputes in the South China Sea in recent years.
The foreign ministry18 says China is committed to resolving the issues with the Philippines through consultation19 and negotiation20.
AIIB to be Governed by New International StandardsReporter:
A series of agreements connected to creating new guidelines for the Asian Infrastructure21 Investment Bank have been signed during the ongoing22 BFA Financial Cooperation Conference.
CRI'S Xiao Yee has the details.
The three-day Boao Forum23 for Asia, BFA, Financial Cooperation Conference kicked off in London on Monday.
More than 400 government officials, business leaders, and experts from 22 Asian and European countries and regions are taking part in the event.
One issue highlighted during the conference is creating guidelines to support the operation of the newly created Asian Infrastructure Investment Bank.
AIIB governor-elect Jin Liqun emphasizes that the new guidelines should be based on international standards, instead of ones used by Western countries.
"I think in order to create the best guidelines and principles for a healthy AIIB, we need to gather experience from both developed countries and developing countries. China's own experiences also matters a lot. Based on these experiences, we can then develop a new set of guidelines to follow."The new AIIB guidelines also establish a "zero tolerance24 to corruption25" policy for the bank. It also requires the bank to build a supervision26 department, in which an executive will be designated to be responsible for monitoring the works of high-level officials.
The new guidelines also include many new policies connected to management and operation.
"We do not have a permanent board of directors in the AIIB. And the duty of our Board is clearly separated from other management departments. This is what several multilateral financial institutions want, but can hardly change due to their old structure. Also, to lower the cost, we decided27 not to set local offices."Meanwhile, AIIB is also going to work with the European Bank for Reconstruction28 and Development to boost economic cooperation in European countries.
The cooperation will mainly focus on infrastructure development including electric power, transportation and water supply.
Jin says these areas are what European countries need most.
The AIIB is expected to start operation by the end of this year.
The ongoing London conference is a post-crisis serial29 conference organized by the BFA that aims to facilitate regional and inter-regional financial cooperation.

254 suspects involved in telecom fraud escorted back to China254 suspects from the Chinese mainland, suspected in telecom fraud cases, have been escorted by Chinese police to Beijing from Indonesia and Cambodia.
The suspects are accused in more than 4,000 incidences of major transnational telecom fraud, related to over 20 provincial30 areas, and Hong Kong.
Yang Dong from the Ministry of Public Security says the action marks the first overseas operation by Chinese police since China launched a campaign late last month targeting new types of telecom crimes.
"This move is the first battle of our campaign against telecom frauds. It should be said that we have gained our first victory. It's very successful as four planes have brought back 254 suspects from Indonesia and Cambodia. It's also a major victory that we've gained in the recent years on fighting telecom frauds."China has seen a rise in telecom fraud in recent years. Many fraud suspects have established their bases overseas to conduct such crimes.
Two-child policy to bring 30 million more labor1 forces by 2050A Chinese health official says the new two child policy will yield a 0.5 percentage point boost in economic growth and add an additional 30 million new members to China's workforce31 by 2050.
Wang Pei'an, deputy director of the national family planning commission, says about 90 million families may qualify for the new two-child policy.
"We estimate that the policy will see a surge in births in a short time. Among the couples who are expected to conceive a second child under the new policy, 76 percent will be urban citizens. The total population will increase slightly and is expected to reach its peak value of 1.45 billion in 2029."Wang adds that the policy is expected to alleviate32 the pressure caused by an aging society.
Wang says further measures will be taken to help the implementation of the new child-policy.
"Public service resources like nurseries, kindergartens, public schools and social insurance will be properly reallocated. We will also cooperate with relevant departments to improve the policies on paid maternity33 and paternity leave, and to better guarantee women's employment rights."According to Wang, the two-child policy will be implemented after the law is revised by the National People's Congress, China's top legislative34 body.
Director of Shanghai FTZ under ProbeAi Baojun, director of Shanghai Free Trade Zone, is now under investigation35 for suspected "sever6 disciplinary violations36."The Central Commission for Discipline Inspection37 announced the case on Tuesday.
Ai took office as a director in the Shanghai FTZ in 2013.
He has also served as a member of the Standing38 Committee of the CPS Shanghai Municipal Committee since late 2007.
China to Further Develop Urbanization with More Registered Permanent Residents: OfficialAnchor:
Chinese authorities have announced plans to improve the quality and the pace of the country's urbanization process.
CRI's Xie Cheng reports.

Yang Weimin, vice minister of the Office of the Central Leading Group on Finance and Economic Affairs, says that some one third of permanent residents in urban areas are not able to enjoy certain rights because they are unregistered.
"Though China's urbanization rate has reached a comparatively high level of 55 percent, its quality is not that high. The major reflection is that among the 750 million permanent residents living in urban areas, some 250 million are not registered residents. Thus they cannot enjoy the corresponding public services nor related citizen rights in the urban areas."Yang made the remarks when discussing a proposal for China's development plan in the next 5 years during a press conference held on Monday by the Information Office of the China's Cabinent.
He stressed that the current urbanization mode does not provide a good chance for migrant workers from rural areas to settle down and become permanent urban residents, and gives prominence39 to the problem of a shrinking working-age population in urban areas as well.
"Many of the migrant workers will leave the cities at around 40 years old, because they can't settle down in the cities and have to return to their rural hometowns. That means their working life will be around 20 years shorter than those in the urban labor forces."Yang said the fundamental resolution is to improve the quality and rate of urbanization and turn those migrant workers into real city dwellers40 with registered households.
To achieve that, the central government will take incentive41 measures to encourage local governments absorb more rural residents.
"For one thing, the amount of incremental42 construction land that a city is to receive will be correlated with the number of incremental registered population it has. More generally, it means the more registered permanent population a city receives, the more land it is to gain, for building houses for the population."Yang also mentioned the importance of the fiscal43 transfer payments a city will gain, since the government will spend more on services such as education and health if the city holds more registered permanent residents, meaning fiscal transfer payments will be significant for balancing the interests of different sectors44 of Chinese society.

Chinese collector snaps up $170.4m Modigliani in NYA Chinese collector snapped up a Modigliani nude45 for $170 million in New York on Monday, setting a new world record price at auction46 for the Italian artist.
The winning bid was made by telephone.
The painting, entitled "Nu Couche," was created between 1917 and 1918. It caused scandal in the early 20th-century art world for its bold depiction47 of a naked woman.
The previous auction record for Modigliani was US$70.7 million, established at Sotheby's in New York a year ago for a carved stone head of a woman.
Chinese team wins breakthrough prize for neutrino researchAnchor:
A group of Chinese scientists has been awarded the 2016 Breakthrough Prize in Fundamental Physics for their work in the field of neutrino oscillation.

Wang Yifang, from the Institute of High Energy Physics of the Chinese Academy of Sciences, attended the award ceremony of the 2016 Breakthrough Prize in Fundamental Physics at the NASA Ames Research Centre.
"I attribute this prize to the joint49 and relentless50 efforts of our team members. And a lot of hard work has been done in the past 30 years for China's high-energy physics to have today's achievements."Established in 2006, the Daya Bay team discovered the value of the angle theta one-three, the last of three long-sought neutrino mixing angles, in 2012.
The groundbreaking achievement is based on analysis and measurements of how the oscillation process varies with neutrino energy by some 200 scientists from six countries and regions around the world.
Wang Yifang says the discovery is of great importance to neutrino research:
"This result laid a solid foundation for further research on cosmology and particle physics and provided a direction for further research on neutrino."This is the first time that Chinese scientists have won the prize.
The prize is one of three awarded by the Breakthrough Foundation for outstanding contributions in life sciences, fundamental physics, and mathematics.
He also awarded a three million U.S. dollars prize to the five winning teams.
Milner explains the rationale behind the sum of money offered as a prize by the foundation.
"It is a big enough number to send the message to the world that science is important. We need to keep in mind that the kind of scientists that are getting those prizes, they don't have the ability to use any intellectual property, because discovery belongs to everyone, from the time it's been discovered. So we made it so that everything that the scientists discover belongs to everyone, that's why they usually don't make a lot of money. "The other four teams honored are KamLand, K2K/T2K, and Super-Kamiokande from Japan, as well as the Sudbury Neutrino Observatory52 from Canada.

US and Israel leaders still seeking peace in Middle EastUS President Barack Obama and Israeli Prime Minister Benjamin Netanyahu have said that they have not given up on finding peace in the Middle East.
It is their first face-to-face meeting since relations deteriorated53 over a nuclear deal between world powers and Iran.
The Washington talks come amid weeks of unrest between Israelis and Palestinians.
Six Israelis were wounded in knife attacks by Palestinians on Sunday. A Palestinian who drew a knife on Israeli guards was shot dead on Monday.
In brief remarks at the White House ahead of the meeting, Obama said he would seek the Israeli leader's thoughts on ways to lower tension between Palestinians and Israelis.
"I want to be very clear that we condemn54 in the strongest terms Palestinian violence against innocent Israeli citizens and I want to repeat once again that it is my strong belief that Israel has, not just the right but the obligation to protect itself. I also will discuss with prime minister (Netanyahu) his thoughts on how we can lower the temperature between Israeli and Palestinians. How we can get back on a path towards peace."Netanyahu echoed the sentiments, saying they have not given up hope for peace. He underscored his desire for a two-state solution.
"Equally I want to make it clear that we have not given up our hope for peace. We will never give up our hope for peace and I remain committed to a vision of peace, of two states for two peoples. A demilitarized Palestinian state that recognizes the Jewish state. I don't think that anyone should doubt Israel's determination to defend itself against terror and destruction but neither should anyone doubt Israel's willingness to make peace with any of its neighbors that genuinely want to achieve peace."He is also seeking a boost in annual US military aid for Israel's security.
The two leaders are also planning to talk about the ongoing conflict in Syria and the implementation of the nuclear deal with Iran.

S. Korea, Japan to hold director-general meeting on wartime sex slaveryAccording to South Korea's foreign ministry, Director general-level diplomats56 from South Korea and Japan will meet in Seoul on Wednesday to discuss Japan's wartime sex slavery of Korean women.
The sex slaves, known as comfort women, were forced to serve in Japan's military brothels during World War II.
The meeting comes about a week after South Korean President Park Geun-hye and Japanese Prime Minister Shinzo Abe agreed to speed up talks on the comfort women issue.
Park and Abe met in Seoul last week on the sidelines of the trilateral leadership meeting with Chinese Premier57 Li Keqiang.
It was the first-ever one-on-one summit between Park and Abe as Park had refused to sit down with Abe because of disputes like Japan's sex slavery of Korean women during the war.
President Park reiterated58 her call today to resolve the comfort women issue as soon as possible.
South Korea has called on Abe to make a "sincere" apology and properly compensate59 Korean comfort women, but Japan has claimed that the issue was resolved in a 1965 treaty that normalized diplomatic ties between Seoul and Tokyo.
Nine rounds of diplomatic talks have been held for resolving the comfort women issue, but have failed to reach a resolution.
Role of police in peacekeeping acknowledged at UN headquartersThe heads of police forces from UN peacekeeping missions gathered at UN headquarters in New York on Monday to discuss ways to improve their support to UN peacekeeping.
UN Secretary-General Ban Ki-Moon, who is in Saudi Arabia for a visit, thanked the police leaders for their contributions through prepared remarks delivered by an aid.
The meeting marks the beginning of Police Week, which will run through Friday.
Police are playing an increasingly important role in UN peacekeeping missions. Their numbers have grown from just a handful in the 1960s to over 12,500 in 2015, across 12 peacekeeping operations and five special political missions.
In September at the UN General Assembly, President Xi Jinping announced that China would be contributing a permanent peacekeeping police squad60 to the UN.

China October inflation eases to 1.3 pctChina's consumer price index, also the main gauge79 of inflation, grew 1.3 percent year on year in October.
The weaker-than-expected reading slowed from the 1.6-percent gain in September and 2-percent in August.
NBS statistician Yu Qiumei attributed the slowdown to falling pork and vegetable prices due to ample supplies.
Food prices, which account for nearly one-third of the weighting in China's CPI, went down 1 percent from a month earlier.
Meanwhile, China's producer price index, which measures wholesale80 inflation, plunged81 5.9 percent year on year last month.
It is the 44th straight month of decline due to continuing weak market demand.
NDRC to lower benchmark sale prices of wind and PV powerChina's National Development and Reform Commission is soliciting84 comments on reducing the benchmark sale price of wind and photo-voltaic goods among local governments and power companies.
According to the NDRC, the benchmark sale price of photo-voltaic power will be reduced 3 to 5.6 percent next year.
The benchmark price will be reduced further each year from 2017 to 2020.
The benchmark price of wind power will be cut 15 to 22 percent by 2020.
According to a report released by BOCOM International Securities, the reduction range of benchmark sales prices is far beyond market expectations, which has led to a slump85 in share prices of listed wind power companies.
Four FTZs register 78 pilot parallel car importers, MOCChina's Ministry of Commerce says 78 enterprises in the country's four Free Trade Zones have registered as parallel car importers.
Parallel imports refer to foreign produced versions of cars that are also produced within China.
The pilot enterprises have applied86 to the ministry for automatic import permits for nearly 1,600 units of parallel imported cars.
The Ministry says the move will boost the construction of a standardized88 guarantee system for parallel imported car sales and after-sale services.

China Firm inks MOU with Romania's state-owned nuclear utilityChina General Nuclear Power Group has inked a memorandum89 of understanding with Romania's state-owned nuclear utility Nuclearelectrica.
The MOU focuses on the development, construction, operation and decommission of No.3 and No.4 nuclear power units in Romania's Cernavoda nuclear plant.
Installed capacity of the two power units would be no less than 720 megawatts each.
The unit construction period is expected to be 88 months.
Total investment for the project is estimated at 7.7 billion US dollars.
China Issues 100-Yuan New Bank NoteChina's central bank is to issue a new type of 100-yuan bank note on Thursday.
The new banknote has improved anti-counterfeiting features.
The new note will be of the same size and style, but the color-changing ink will be applied in the new security line and the number 100 is in the center.
Shao Guowei, a designer of the new note, explains,"People can tell the counterfeit90 notes within five seconds. The color of the number and the security line on genuine notes will change from golden and hot pink to green when the viewing angle is adjusted,"Shao adds the portrait of Mao Zedong, China's late leader, will be printed differently to form the uneven91 texture92.
A group of additional serial vertical94 numbers is printed on the right side of the note, so it is identifiable even when the horizontal numbers on the left wears off.
The 100-yuan note is the largest denomination95 of the Chinese currency.
The new note will be the third edition of the fifth series of the country's banknote released in 1999.
The second edition was issued 10 years ago.
BMW replaces China head after sales slumpBMW Brilliance96 President and CEO Olaf Kastner has been appointed new president and CEO of BMW Group Region China.
In a sudden move announced by the car giant on Monday, BMW Group said Karsten Engel, the current president and CEO of BMW Group Region China, will go back to Germany, but did not mention his new position.
Engel was appointed in 2013.
Insiders attribute the unexpected move to BMW's declining performance in China.
China-Africa trade approaches $300 billion in 2015China's trade with African states has grown roughly tenfold in the last decade.
According to the ongoing China-Africa Industrial Forum, being held in Beijing, total trade value between the two sides is likely to hit 300 billion US dollars this year.

Russia could be endanger of not being allowed to compete in the Rio 2016 Olympics after an anti-doping commission report accused the country of wide-spread doping in their athletics.
The commission, set up by WADA or the world anti-doping agency, recently accused Russian athletics of being "deeply rooted in the culture of cheating".
In one part of their report the organization accuses the anti doping laboratory in Moscow with destroying 1,417 samples shortly before being able to be inspected.
Russian Sports Minister Vitaly Mutko responded to these accusations103 during a press conference.
"These are not the first accusations against Russia and Russian sport. Generally I would not say that they accuse the ministry or myself personally. The president of the Colombian Football Federation Luis Bedoya resigned unexpectedly on Monday, stating that his departure from the sport was due to "personal" reasons.
Bedoya ruled the federation since 2006 and was one of the 11 members of the executive committee of Conmebol, the South American football federation. Taking Bedoya's place is Ramon Jesurun who is now heading the federationDuring a recent press conference Jesurun spoke about his new position.
"It is with pain (that I accept this position), with pain for a friend, for a person who really did a lot for Colombian soccer, while respecting his decision which was totally voluntary. And, in thinking about this, that the legacy106 move forward, that the federation continues to fulfill107 what we propose, that each day it will be bigger and that each day it will be more efficient."Bedoya's resignation comes just two weeks after the federation's accountant also resigned.
With South American football suffering from the FIFA corruption scandal, some are suspicious about the former president's recent behavior.
Currently, eight of 14 soccer officials indicted108 by the US for wire frauds and money laundering109 have been from South America.
Bedoya, who is stated to have flown to the US last Wednesday has maintained his innocence110. The Colombian attorney general's office said they had opened an investigation into Bedoya and were sharing information with the U.S. authorities.
Football meets Kung Fu at a school in Henanand now for some news regarding the mixture of Kung Fu and Football.
A football training school for teenagers has been set up in Central China's Henan Province with the purpose of developing the sport with the martial111 arts form known as Kung Fu.
The school was built jointly112 by local government and Shaolin Tagou Martial Arts SchoolThe school is only a few kilometers away from the actual Shaolin Temple in Dengfeng city.
Two classes with 100 teenagers has been set up, 50 of them being boys and 50 of them being girls.
Students will occupy their time with general course studies, martial arts practice and football training.
Golf's Peter Malnati wins Sanderson Farms CHampionshipIn some golf news:
Peter Malnati won for the first time on the PGA Tour, closing with a 5-under 67 to capture the Sanderson Farms Championship on Monday in Mississippi.
The event had been delayed five times, either by rain, lightning or darkness.
The final day was a long one for several golfers, with some playing as many as 30 holes.
Behind the 28-year-old Malnati were golfers William McGirt who shot (68) and David Toms who shot (69).
After the game Malnati spoke about how it felt being back on the tour:

Russia's Sergei Fedorov and Sweden's Nicklas Lidstrom were inducted into the Hockey Hall of Fame on Monday in Toronto.
The two players had previously114 played for the Detroit Red Wings.
Fedorov spent 13 of his 18 NHL seasons with the Red Wings and finished with 483 goals in 1,248 career games.
and Lidstrom's 21-year NHL career was spent entirely115 with the Detroit Red Wings as he earned seven Norris trophies116 and the 2002 Conn Smythe Trophy117.
