TopRussia: Egypt plane crash was a "terrorist act"The head of Russia's FSB security service said on Tuesday the crash of a passenger plane in Egypt in October was the result of a "terrorist" act.
Alexander Bortnikov, Head of the FSB security agency, told a meeting chaired by Russian President Vladimir Putin that a homemade explosive device blew up on the plane.
"Our experts estimate that a self-made bomb with the equivalent of a kilo of TNT exploded during the flight. As a result the aircraft disintegrated10 in mid-air."All 224 people on board the plane, most of them Russian tourists, were killed in the crash on October 31st.
Putin responded to the FSB report by saying the incident was one of the bloodiest11 acts in modern Russian history and ordered the Russian air force to intensify12 its air strikes in Syria in response.
President Xi arrived in Manila; Preview of this year's APECAnchor:
Chinese President Xi Jinping is now in Manila for the two-day APEC Economic leaders meeting that starts on Wednesday.
President Xi is due to speak about the progress in carrying out the Belt and Road Initiative, while updating the consensus13 made at the last APEC meeting in Beijing last year.
The American and South Korean presidents are also among the leaders who have arrived in the Philippines for the meeting.
Most heads of the 21 APEC members, with the exception of Russian President Vladimir Putin and Indonesian President Joko Widodo, have promised to attend the summit, despite the latest terrorist attacks in Paris.

Earlier, the Philippines raised its security alert to the highest level as a response to the terrorist attacks in Paris.

Kerry in Paris to Show US Support to FranceU.S. Secretary of State John Kerry has arrived in Paris to pay respects to those killed in the attacks in the French capital last week.
Speaking in front of the U.S. Embassy, Kerry expressed U.S. commitment to helping38 Paris respond to the attacks.
"This is an assault not just on France but coming on the heels of brutal39 attacks in Lebanon, Iraq and elsewhere, it is an assault on our collective sense of reason and purpose. An attack on civility itself."Kerry added that the world would not be intimidated40 by the attacks.
"We will never be intimidated by terrorists and with a promise that we will never allow these murderers to achieve their violent aims."Kerry's visit comes three days after the terrorist attacks in Paris, which has claimed over 130 lives.
US President Barack Obama has pledged support to France after the attacks, which he called "an outrageous41 attempt to terrorize innocent civilians42".
On Sunday French jets launched their biggest raids in Syria to date, hitting the militant43 group's stronghold of Raqqa.
French President Addresses Parliament over Paris AttacksAnchor:
French President Francoise Hollande says his country's constitution must be amended44 to better deal with national crises.

In a rare and somber45 address to both houses of the French parliament at Versailles, President Hollande said France needed major legal changes to ensure its national security.
Hollande said France should strip dual46 nationals of their French citizenship47 if they are convicted of terrorism, and that dual nationals who present security risks should be banned from entry into France.
"Nationality stripping should not be used to induce statelessness, but we should be able to remove someone's French nationality if they're found guilty of a violation48 of our nation's fundamental interests, or an act of terror, even if this person was born French. You heard me right, even if they are born French, if they have dual nationality."Hollande also said he plans to increase national security spending, strengthen anti-terrorism laws and boost border controls.
Some detailed49 measures include the creation of 5,000 new jobs in the country's security forces and an addition of 2,500 in prison staff.
Hollande acknowledged some new regulations would break EU's budget rules, but he believed national security should be given priority.
"This will lead to higher spending, which I take responsibility for. But under these circumstances, I consider the security pact50 prevails over the stability pact."The French President says he has requested meetings meet with U.S. President Barack Obama and Russian President Vladimir Putin to form a coalition51 facing the terrorists in Syria.
He said France will now strengthen its military involvement in Syria.
Paris is set to hold the 2015 UN Climate Change Conference from November 30 to December 11. Hollande said plans for the conference will not change.
After Friday's attacks in Paris, a State of Emergency was declared in France. Hollande said Parliament will consider a bill to extend the State of Emergency for three months.
Hollande then stressed France's resolve in defeating terrorism.
"We will eradicate52 terrorism because the French want to continue to live together without fearing those next to them. We will eradicate terrorism because we are attached to freedom and France's influence in the world. Terrorism will not destroy the Republic because it is the Republic that will destroy it. Long live the Republic and long live France."Parliament members welcomed the presidential address with a standing53 ovation28, and concluded the event by singing the French national anthem54.

US border issues on refugeesThe US Vice President has warned against any attempts to restrict the flow of information and people in the United States following the attacks in Paris.
Joe Biden made the remarks during a technology roundtable in Los Angeles on Monday.
"We didn't do it after 9-11, we didn't do it after the Boston Marathon - we've never done it in every other occasion where it's occurred. And it is not sustainable and we will succeed."More than a dozen US states have announced Syrian refugees are no longer welcome due to security fears after the Paris attacks.
Governor Rick Snyder of Michigan is suspending the acceptance of new arrivals until a review has been conducted.
Alabama, Texas and several other states have issued similar statements.
Seven of the perpetrators involved in the Paris attacks were killed in the aftermath, and one of them is thought to have been a Syrian who entered Europe via Greece with a group of migrants.
Millions of Syrians have fled to neighboring countries and to Europe, and the US has promised to take around 10,000 Syrian refugees in the next 12 months.

Australia says it won't unilaterally send troops to Syria, IraqAustralia says it will not act "unilaterally" to send ground troops to Syria or Iraq but will work as part of a coalition.
"Australia doesn't act unilaterally, obviously in this regard, and with the United States and Russia, hopefully forming a single coalition against Daesh, obviously the military operations will intensify. Air strikes are effective in taking out the bases from which Daesh seeks to launch its attacks, either from Syria into Iraq or elsewhere."Australia has 780 Defense56 Force personnel in the Middle East, training local military forces and conducting air strikes.
The Royal Australian Air Force has been taking part in the U.S.-led coalition campaign against Islamic State targets in Iraq and Syria.
Australia has also been on alert for attacks by radicalized Muslims or home-grown militants57 returning from fighting in the Middle East.
Uganda Prepares for the Worst FloodsAnchor:
Uganda is preparing for its worst flooding in two decades, and the blame is being put on a powerful El Nino system far away in the Pacific Ocean.
The East African country is boosting its emergency funding by 10 million US dollars.

Brazilian dam burst disaster zone remains63 restricted area despite relief effortsThe Brazilian city of Mariana remains a restricted area after one of the country's worst mining disasters.
Leandro Maslino is a survivor64 in one of the hardest-hit villages in Mariana's outskirts65. His village has been swallowed up by toxic66 mudflow and mine waste after two dams burst.
"This used to be my home, and now everything is gone, buried deep in the mud. All the lives and properties are gone,"The dams at the Samarco-owned mine burst earlier this month, killing67 at least 11 people and leaving hundreds displaced in the southern state of Minas Gerais.
Officials say 15 people are still missing.
No cause has been identified for the twin dam failures, but the government has announced preliminary fines of 66 million U.S. dollars against the mine and called for a stricter mining code.

Headline NewsRussian plane crash in Egypt caused by terrorist attack: FSBRussian authorities have finally confirmed that the plane crash in Egypt's Sinai Peninsula last month was the result of a terrorist attack.
The Federal Security Service announced the conclusion on Tuesday, saying the plane was brought down by a bomb.
Russian President Vladimir Putin has ordered all Russian security services to find and punish the terrorists involved in the crash.
The FSB offered a reward of 50 million U.S. dollars for information about those responsible for the attack.
The Russian airliner71 crashed on Oct. 31 shortly after taking off from the Red Sea resort of Sharm el-Sheikh en route to St. Petersburg, Russia.

Over dozen of U.S. states refuse to resettle Syrian refugees after Paris attacksThe governors of 15 US states have announced they will not allow the resettlement of Syrian refugees in their jurisdictions72, citing the safety of citizens following the terror attacks in the French capital.
Fourteen of the governors are Republicans.
Some of the leaders had expressed reluctance73 to accept Syrian refugees before the attacks on Friday, but several have changed their minds only since the bloodshed in Paris.

Price of China's PV products similar with international price: MOCChina's Ministry of Commerce says the price of China's photovoltaic products is similar to the international price.
Spokesperson Shen Danyang refutes claims of unfair pricing made by European PV producers.
"We have organized associations and companies of PV products to conduct active plea and has conferred with the European Commission many times regarding this matter. A group of Russian athletes gathered for a news conference in Moscow on Monday to denounce the suspension of their country's athletics federation.
This suspension came from the IAAF who provisionally suspended Russia last Friday from world sporting events due to wide spread allegations of Russian Athletes doping.
One athlete in attendance, Russian Pole Vaulter99 Yelena Isinbayeva, spoke about the issue concerning her countries athletics.
"I think that this situation should be investigated individually - each specific case of every athlete who took doping, who was disqualified. Please, be responsible for your actions. They personally, their trainers, their doctors who advised them that (doping) should be examined. But what do we have to do with that? Why should we be responsible for their actions, for their dark deeds?"This suspension means all Russian athletes are banned from international competition until Russia is declared compliant100 with global anti-doping rules.
This could mean that these athletes will miss the chance to compete in the Olympics in Rio de Janeiro.
Despite this possibility, Isinbayeva stated that with her solution of individual testing, herself and others believe that Russia will not miss the games in 2016"As for competing under the Olympic flag, this is really being discussed in the sport circles. Graeme McDowell has won the OHL classic in Mexico.
It would be Rain on a Sunday that would force a fifth day at the Playa del Carmen golf course.
With seven holes left to play on Monday, HSBC Champions winner Russell Knox took a solo lead at 20-under after drawing level with Graeme McDowell during Sunday's play.
McDowell closed with a 66 to finish at that score, which he thought would be good enough only for second place.
But, following a bogey107 on the 14th hole, Knox bogeyed a 12-foot par1 putt at the 18th to force a play-off.
The 18th was replayed and McDowell ended one of his worst years with one of his best shots.
The golf star hit an approach close to the pin and converted the birdie putt to claim victoryAfter the game, McDowell spoke a few words to the press.
"It really gives me something to kind of grab onto, you know. You go through a year like this, you think 'am I finished, am I not good enough?'. You ask yourself all the questions. It is Hou's first attempt at making a martial109 arts movie. Starring actress Shu Qi, the moive is about a girl in the Tang Dynasty who has been trained to kill since childhood. She is instructed to carry out another assassination110 by her master, but has a change of heart. The story is loosely based on a classic novel but the director decided to rewrite it to show the character's humanity. "She has a weakness. She didn't have the heart to do it. She killed successfully the first time. The second time, she saw the cute boy and didn't do it. This is one of main reasons I rewrote it."Other nominated films include "Port of Call", "Thanatos, Drunk" and "Mountains May Depart".

Loretta Lynn to Receive the first-ever "Legend" AwardCountry Music Icon Loretta Lynn has been selected to receive the first-ever "Legend" Award at the 2015 Billboard Women in Music Celebration.
According to Billboard.com, the new honor will recognize the singer-songwriter for her "historic contributions to the industry and artistry of American music".
