 模仿文本： Over the years, there were many efforts made to manage some of those debts but as they were trying to do that, the city continued to borrow money to keep basically the city going. And it's been operating on a deficit¹ basically since 2008 and it's even further crippled by aged² computer systems, poor record keeping and just widespread dysfunction in the city.
