　　Chinese President Xi Jinping announced Monday China is to join the UN capability¹ readiness system, and set up a permanent peacekeeping force of 8000 troops. Xi made the remarks when addressing the annual high-level general debate of the 70th session of the United Nations General Assembly at the UN headquarters in New York.

　　9月28日，中国主席习近平宣布中国将加入联合国维和能力待命机制，并建设8000人规模的维和待命部队，习近平主席在纽约第70届联合国大会一般性辩论上的讲话中发表了上述言论。

　　联合国大会（United Nations General Assembly）是联合国主要的审议机构（main deliberative organ），由联合国全体193个会员国共同组成。大会每年9月至12月举行一届常会（regular session），常会通常分为两个阶段，前段为“一般性辩论”（general debate）阶段，后段为大会审议列入议程的各项议题阶段。在一般性辩论中，联合国各会员国可就广泛的国际问题（international issues）发表各自看法。

　　一般性辩论

　　一般性辩论通常不间断进行9天，但实际上，一般只需要7天的时间就足够让所有的发言者完成发言。联大建议一般性辩论期间所有发言者自愿把时间控制在15分钟以内。今年联大一般性辩论的主题是“联合国成立70年——一个新的行动承诺”（the United Nations at 70 -- a new commitment to action）。

　　—China will join the new UN Peacekeeping Capability Readiness System and has thus decided² to take the lead in setting up a permanent peacekeeping police squad³ and build a peacekeeping standby force of 8,000 troops.

　　—China would provide $100 million in military assistance to the African Union in the next five years to support the establishment of an African standby force and to boost its capacity for crisis response.
