1. Coast Guard Admiral Thad Allen says the cap of the broken wellhead is now collecting more than 620,000 gallons of oil in a day, but even as the amount of oil captured increases daily, officials still can't say how much additional oil is still escaping.

2. Senator Chuck Schumer is pushing a legislation to require proper identification to purchase pre-paid cell phones which traditionally require no ID or contract. These phones had been linked to suspected terror activity including the Times Square bomb suspect Faisal Shahzed. The new legislation will require phone companies to give the customer's information in 18 months.

3. BP CEO Tony Hayward will go make his first appearance on Capitol Hill since the catastrophic Gulf oil spill on June 17th. Hayward has faced scrutiny for remarks he's made regarding the spill and he has expected to face tough questions from lawmakers.

4. The main runway at the Reagan National Airport is reopened after a vintage aircraft landed then flipped over. The aircraft is part of a group of vintage biplanes to promote the opening of 3-D film "Legends of Flight."
