   MOSCOW, April 14 (Xinhua) -- U.S. National Security Advisor Thomas Donilon is arriving in Moscow for a visit at an unsuitable time, a Russian parliament member said Sunday.

  "Donilon will be the first to feel the brunt of the U.S. black lists tomorrow," Alexei Pushkov, chairman of the International Affairs Committee of the State Duma, the lower house of parliament, wrote on Twitter.
  Pushkov said Saturday that by releasing the Magnitsky List the United States created "a very negative background" for Donilon's visit to Moscow.
  The official said publication of the Magnitsky list went against the reported intentions that Washington was willing to "reset" Russia-U.S. relations.
  The U.S. released Friday a list of 18 Russian officials suspected of human rights abuses known as the Magnitsky List. Officials on the list will be denied entry to the United States and their U.S. assets will be frozen.
  The Russian Foreign Ministry retaliated on Saturday by releasing its own list of 18 U.S. citizens to be denied entry to Russia.
  "Our list includes primarily those responsible for legalizing torture and unlimitedly holding convicts at the Guantanamo special prison, arresting and abducting Russian citizens in third countries, and endangering their lives and health," the ministry said.
