2. The filibuster is over. Senator Rand Paul's efforts to block confirmation of John Brennan as CIA director lasted nearly 13 hours Wednesday, ending shortly after midnight. Paul says he wants reassurances that drones won't be used to kill American terror suspects in the US.

3. North Korea is vowing a pre-emptive nuclear strike against the United States. The harsh rhetoric comes hours ahead of a Thursday vote by UN diplomats on whether to level new sanctions against Pyongyang for its recent nuclear test.

4. And the body of Venezuelan President Hugo Chavez is lying in state until Friday's funeral. Chavez died Tuesday following a battle with cancer.
