演播室访谈：处罚不足以阻止犯罪的道路（在线收听）

Monday is traffic safety day in China, a day established by the Ministry of Public Security to raise awareness of safe driving. Every year about 70,000 people die in traffic accidents in China, giving it the dubious distinction of having world’s most dangerous roads. A number of factors contribute to the title, including a huge road network, poor road conditions, inadequate driver training and outright negligence behind the wheel. On Monday, a district court in Beijing heard one such case involving illegal, late-night racing.

1. People who took part in the survey blame others for road accidents... but they’re drivers as well, also guilty of this kind of behavior. Why are people aware of bad behavior yet continue to break the rules?

2. In the survey, some complain about the poor state of roads, others about the fine system. What can the government do to improve traffic conditions?
