The Finance Ministry has issued a notice clarifying specific services that governments should purchase from the public. That's part of China’s push in reforming its government procurement procedures.

The services recommended for outside purchases were divided into three major areas. The first includes services that maintain normal government operations, such as document printing and property management. The second covers functional services such as preliminary studies of laws and plans and legal consulting. The third includes public services such as public facilities management and educational services.
