Announcing the move Friday, President Bush thanked the spy chief for what he called his integrity and for running the agency during a period of transition. The president did not name a successor. Goss held the top CIA job for the past two years. The position was somewhat diminished last year, when it came under the supervision of the newly-created post of Director of National Intelligence, currently held by John Negroponte. Goss replaced George Tenet, who was blamed by many in the administration for faulty pre-war intelligence concerning Iraq. While Goss did not appear to have the political liability of Tenet, under his tenure there had been little public evidence that intelligence forces were closer to capturing al-Qaida leader Osama bin Laden. Mr. Bush today praised Goss for bringing what he called a sense of professionalism to the agency and helping integrate the CIA with other intelligence agencies. The president said he was confident that Goss's unnamed successor would continue the former director's plan of bringing in more analysts and operatives to the agency.
