Top NewsChina Unveils Proposals for Formulating Nation's 5-year PlanAnchorChinese President Xi Jinping says that the country's annual growth rate should be no less than 6.5 percent in the next five years.
The target is set as China has unveiled the full text of proposals for the country's development plan over the next five years starting from 2016.

ReporterIn explaining a proposal for formulating China's five-years development plan starting from 2016, President Xi stresses the importance of maintaining the medium-high economic growth.
At the same time, Xi Jinping also notes that China's development should not just be focused on growth pace, but also growth volume, and, more importantly, growth quality.
Chinese policymakers have prioritized coordinated development and quality growth as the country expects to double the size of its economy by 2020.
Xu Shaoshi is the head of the National Development and Reform Commission.
"The next round of economic recovery in the world depends on technical innovation and industrial revolution. This provides a good opportunity for China as it promotes innovation at the same time. Meanwhile, our new urbanization process breeds a huge market demand. What's more, we have 1.3 billion people, 900 million labors and over 70 million market entities. Therefore, Chinese economy has great potential to grow."The proposal to the development plan also says China will establish a Green Development Fund to promote clean production methods and sustainable growth.
Xu Shaoshi introduced measures to achieve greener growth.
“Firstly, we promote low carbon development, increasing the use of non-fossil energy. We also encourage a clean use of coal. Secondly, we advocate best use of existing resources and enhance the management of some obligatory targets. Thirdly, we set up some consumption standards through market forces. For example, we have carried carbon emissions permit trading."The Proposal also says China will continue to open up its economy to attract foreign investment and encourage Chinese firms to make overseas investment.
It also reiterates China's determination to fight against poverty, pledging to step up financial support to impoverished areas in the next five years.
Among various other issues, the proposal also says that China will adjust its income distribution system and narrow the income gap in the next five years, by introducing a more comprehensive income tax system and stricter regulation on "grey" income.
The proposal was adopted at a key Party meeting held last week.

China's Xi Vows Reform to Make Environment Watchdog More IndependentChinese President Xi Jinping has said China will reform its current environmental protection management system, with the aim to make the watchdog more independent.
Xi Jinping made the remarks in a statement explaining the proposal for formulating the country's five-year development plan starting from 2016.
He says the move comes as the lack of supervision and intervention in the environmental watchdog’s duties is common at the local government-level.
In carrying out the reform, provincial-level environmental departments will be put directly in charge of the city level and the allocation of the budget.
County-level environmental bureaus will be abolished and supervision agencies will be put in their place.
The Chinese President says the move is aimed at ensuring effective law enforcement by local environment watchdogs.
The reform will be tested first in certain localities and then extended across the country.
Scientific, Technological Innovation to Lead China's Overall Development: ScholarsScholars said scientific and technological innovation enabled by large-scale scientific projects will lead China's overall development in the following years.
The remarks come as China is planning to carry out a series of state-level scientific projects in the next five years, and to take a lead in organizing large-scale international research projects.
Vice president of Chinese Academy of Sciences, Wang Enge, said the goal is set out of economic and practical consideration.
"Large-scale scientific projects will not only promote the development of fundamental researches and technical breakthroughs but they are also an important platform and support that facilitate many practical projects."At the same time, Mu Rongping with the Chinese Academy of Sciences has proposed the building of scientific and technological research bases in regions along the Yangtze River.
Mu said over the past 30 years the country has built good research and development infrastructure in its coastal areas, so it is necessary now to move development towards the central and western parts of the country.
Foreign Officials Hail China's Plan for Sustainable GrowthAnchorForeign officials and experts say China's plans for more sustainable growth and a more open economy will benefit the world as a whole.
They made the remarks at the 2nd Understanding China International Conference in Beijing, which concluded on Tuesday.

ReporterFormer Prime Minister of Italy Mario Monti said China's emphasis on coordination between growth and environmental protection under its new five-year plan will help achieve a greener economy and contribute to global development.
"I think coordination is the key to sustainable growth, both within a country and also globally. So I think it's very important that now China puts a new emphasis on this word. I think this will help China to achieve more balance between sheer economic growth and contribution with respect to the environment."Former Prime Minister of Singapore Goh Chok Tong stressed the importance of China's opening up, saying it will bring greater opportunities for growth.
"It's important that China opens its economy as well as its heart to the rest of the world. By heart I mean that China's goals, intentions and processes will have to be understood by the rest of the world. So the economy being opened up provides a lot of opportunities for the people."Chinese authorities have launched their latest five-year plan of national development last week.
According to the plan, the next-5-year is a crucial period for China to develop its economy with high quality, when China's economic growth will also face a series of challenges.
Nicolas Berggruen is founder of the 21st Century Council, also known as the "Shadow G20", the the organizer of the conference.
Berggruen says he is paying close attention to China's innovative measures.
"The innovation that comes from the U.S. is very much from the university system, some from government, but most of it comes from entrepreneurs. So China will again in the liberalization of the economy will have to allow entrepreneurs to take ideas and innovate, because innovation cannot all come top down, it also has to come bottom up."Berggruen added that China needs to be more active and open while focusing on domestic growth.
He said that the international community now has many misunderstandings of China due to lack of knowledge about the country.
He says this is why he launched the Understanding China Conference.
"My experience living in the West is that the understanding of China is very limited and as China has really focused on its domestic growth, it really, maybe, didn't have the time or the energy or the focus, understandably, to convey what China is all about as a culture, as a tradition, as a way of thinking, including the political systems to the West. So 'Understanding China' is really about laying the foundation for respect on both sides of cultures."Attending this year's conference were 40 former heads of state, former prime ministers, business leaders and scholars from around the world.

Premier Li Stresses Green Development with French PresidentChinese Premier Li Keqiang has highlighted China's commitment to pursue a development mode that features green industry.
Li Keqiang made the remarks while addressing a French-Chinese economic forum in Beijing, together with the visiting French President Francois Hollande.
"China has to transfer the development mode from excessive consumption of natural resources to making full use of human resources. China has to cultivate a new economic growth point, in which green and environmentally friendly industries should enjoy big development spaces."For his part, Hollande said the fight against global warming should be seen as an opportunity for boosting world economic growth.
"China and France have agreed that fighting global warming is not an additional constraint, even if there are difficulties when making choices. Global warming is also an economic opportunity, a factor for growth, green growth."As part of his visit, Hollande has hailed Beijing's major commitments to cut greenhouse gas emissions and told the Europe 1 radio that China has promised to review these commitments every five years.
On Monday, Hollande and Chinese President Xi Jinping issued a joint statement on climate change in Beijing, vowing to promote a working program on accelerating pre-2020 efforts in mitigation, adaptation and support at the UN climate change conference in Paris next month.
As part of efforts to boost a UN climate accord in Paris by years-end, Beijing has pledged to cut its carbon dioxide emissions per unit of gross domestic product by 40-45 percent over the next five years and by 60-65 percent by 2030 on the basis of 2005 levels.
China Military Official Urges U.S. to Treat S. China Sea Issue DiscreetlyVice chairman of China's Central Military Commission Fan Changlong has met with commander of U.S. forces in the Pacific Admiral Harry Harris in Beijing.
During the meeting, Fan urged the United States to treat issues concerning China's territorial sovereignty discreetly.
He says China and the United States have made a series of achievements in building a new type of major-country relationship in recent years.
However, he notes that the intrusion of a U.S. warship into waters surrounding China's Nansha Islands threatens China's territorial sovereignty and security.
He says the Chinese military will resolutely fulfill its duties to safeguard China's national security and protect its sovereignty.
He also urges the U.S. side to consider overall China-U.S. ties and boost the healthy and stable development of relations between the two countries and militaries.
China Urges Restraint from the US on the South China Sea IssueMeantime, the Chinese Foreign Ministry has issued a statement, urging restraint from the US side on issues concerning the South China Sea.
It follows a Pentagon briefing that the US plans to undertake surveillance operations in the region at least twice a quarter.
Foreign Ministry spokeswoman Hua Chunying says China is strongly opposed to any infringement of its sovereignty in the area under the name of freedom of navigation.
"I would repeat that China is committed to safeguarding our own sovereignty and marine rights, and will resolutely respond to any provocations. We will closely watch the aerial and marine space in the region. We urges the US side to stop all these wrongful words and actions, and refrain from any actions that threaten China's sovereignty and interests."Last week, the US naval destroyer USS Lassen sailed within 12 nautical miles of Zhubi Reef in the South China Sea, without notifying the Chinese government.

Xi's Vietnam Visit to Enhance Mutual Trust: Chinese AmbassadorAnchorMore details have been revealed about Chinese President Xi Jinping's forthcoming state visit to Vietnam later on this week.

ReporterChinese President Xi Jinping is due to pay a state visit to Vietnam starting from this Thursday.
According to the Chinese Ambassador to Vietnam Hong Xiaoyong, Xi Jinping is scheduled to meet with Vietnamese leaders and attend a range of activities.
"President Xi will meet with the General Secretary of the Communist Party of Vietnam Nguyen Phu Trong and Vietnamese President Truong Tan Sang separately. He will attend a welcome banquet jointly held by the two Vietnamese leaders. The Vietnam side has also proposed a range of activities that involve Vietnamese citizens and youth."The ambassador notes that as this year also marks the 65th anniversary of diplomatic ties between China and Vietnam, President's Xi's visit will help to further enhance mutual trust.
"We have seen throughout the past year that the two countries, led by their leaders, have been working to handle their differences. China and Vietnam are interdependent and have a relationship of strategic significance. So we must manage our differences, and always think about the big picture to safeguard bilateral ties."Ambassador Hong says there is also great potential for the two nations to expand trade relations.

China's Third Demining Mission Starts along China-Vietnam BorderChinese soldiers have begun their third landmine-sweeping mission along the Sino-Vietnam border, covering 30 townships in six counties in southwest China's Yunnan Province.
Composed of more than 400 officers and soldiers from the the Chengdu Military Area Command of China's Armed Forces, the troops will clear mines in more than 50 sq km and permanently seal minefield of over 20 sq km.
Chen Anyou, commander of demining operations with the Yunnan Provincial Military Area Command, has given an overall evaluation of the situation in Yunnan.
"After our painstaking inspection, we found that landmines were scattered in 76.3 square kilometers in Yunnan. There are about 157,000 unexploded weapons along the China-Vietnam border, including grenades and bombs. We plan to spend two years clearing all the landmines and permanently block the land-mined areas that affect the safety of regional water sources."The mission is expected to be finished by the end of 2017.
China Provides Earthquake Relief to AfghanistanChina has provided aid worth 2.6 million dollars to Afghanistan for earthquake relief. That amount includes 1 million US dollars in cash aid, and the rest in humanitarian supplies.
Chinese Vice President Li Yuanchao made the announcement in Kabul on Tuesday.
"It's our sincere hope that the cooperation between us and the assistance that we can provide to Afghanistan will lend impetus to peace development of Afghanistan and the prosperity of the people's lives."A massive earthquake struck Afghanistan in late October, killing 115 people.
The Afghan State Minister for Disaster Management and Humanitarian Affairs Wais Ahmad Barmak said the supplies from China have already been distributed.
"We have used our air forces for evacuation of injured people, which has been now completed. And at the same time we've used the government transport for relief items that have been sent to the affected communities and distribution has already started."The Chinese Vice President is in Afghanistan for a state visit as the two countries mark 60 years of diplomatic relations.
Li said China will honor its commitment to provide Afghanistan 1.5 billion yuan, around 240 million dollars, in aid in the next three years. About 80 million USD will be available this year to build 10-thousand low-income apartments in Kabul.

No More Bodies Found at the Fatal Russian Air Disaster Site: OfficialSearchers so far have not been able to find a single additional body at the site in Egypt where a Russian airliner crashed days earlier.
The team investigating Saturday's tragic Russian air disaster have returned to the crash site.
Once investigations at the site were completed, the investigators will focus on analyzing the contents of the black box flight recorders.
Natalya Trukhacheva, wife of co-pilot of Russian plane, says her husband Sergey had complained about the technical condition of the aircraft.
"In that moment, nobody was sure what had happened and we were hoping it wasn't true that the plane had crashed. He complained before the flight that the technical condition of the aircraft left much to be desired."Meantime, relatives of the deceased victims will be receiving financial assistance from the government.

Spanish Police Launch Anti-terror Raids in MadridPolice in Spain have arrested three Moroccans with suspected links to the Islamic State group.
Police say they acted quickly out of fear that the suspects were preparing to carry out an attack in Spain similar to recent attacks elsewhere in Europe.
The three arrested have Spanish residency and are aged from 26 to 29.
The arrest came two months after a Moroccan with Spanish residency tried to stage an attack on a high-speed train travelling to Paris.
NASA Releases Radar Images of Large AsteroidNASA released radar images of a large asteroid that made a relatively close approach to Earth on Saturday.
Scientists said the flyby provided one of the best opportunities in years to gather data about a passing space rock.
NASA Jet Propulsion Laboratory scientist Marina Brozovic introduced their research program.
"We are going to study it with optical, infrared and radar wave lengths. This is the Goldstone Solar System Radar located in Mojave Desert California, so imagine that the radar is a very large flash light. But instead of transmitting visible light, we're transmitting microwaves and these microwaves are bouncing off the asteroid and we are receiving it back."NASA scientists used giant, Earth-based radio telescopes to bounce radar signals off the asteroid as it flew past Earth at 35 kilometers per second.
The radar images show portions of the surface not seen previously, revealing features that might be boulders and ridges.
The asteroid, known as 2015 TB145, estimated to be about 400 meters in diameter, came within about 480-thousand kilometers of Earth, farther away than the moon but relatively close by cosmic measures.
Trevi Fountain in Rome Flows Again after RestorationWater began flowing once again at Rome's famed Trevi fountain on Tuesday after a 17-month, 2.4 million US dollar restoration.

China, Australia Joins Hands to Crack Down on Methamphetamine SmugglingChina and Australia have established a joint task force focussing on organized criminal syndicates that smuggle methamphetamine into Australia from China's southeast.
Operation Blaze marks China's first international anti-narcotics partnership.
Based in Guangzhou, the joint force will collate intelligence relating to concealment methods, trafficking routes and the criminal syndicates that facilitate methamphetamine imports into Australia.
The partnership will start with an initial six-month trial period before undergoing review with plans for renewal.
Remote Yemen Island Hit by Cyclone ChapalaA rare cyclone that landed on the remote Yemeni island of Socotra on Sunday is continuing to whip up high winds and large waves.
Officials say Cyclone Chapala has seriously damaged and destroyed at least 20 homes on the island in the Indian Ocean, which is some 370 kilometres off the coast of Yemen's mainland.
As of Tuesday morning, the cyclone has hit the coastal city of Mukalla, the capital of Hadramawt province east of Yemen.
The city was flooded, dozens of houses were destroyed and hundreds of families were displaced.
Weather predictions are suggesting that Cyclone Chapala could dump more than a year's worth of rainfall on the arid, impoverished and war-torn country.

Oil prices surged on Tuesday with both U.S. oil and Brent crude spiking over 3 percent.
Lifted by the soaring oil prices, the energy sector jumped 2.5 percent as the biggest advancer in the S&P 500 board.

Finally here in China, the shares retreated slightly on Tuesday.
The benchmark Shanghai Composite Index tumbled by a quarter of a percent, while the smaller Shenzhen index was off nearly 0.2 percent.
China to Speed up Financial Reforms 2016-2020China has outlined its financial system reforms for the next five years, vowing to establish a transparent and healthy capital market.
According to a document issued by the Communist Party of China on Tuesday, China will overhaul the issuance and trading mechanism of stocks and bonds.
The authority will also encourage direct financing, and lower leverage ratio, and allow more private entities to establish banks.
More financial support will be given to small and micro-sized businesses and rural regions, in particular, impoverished areas.
Regulating Internet financing is also high on agenda.
The government will work closely with top financial regulatory bodies to ensure a proper risk management mechanism is put in place in the sector.
China to Develop Green ManufacturingAnchorChina is expected to push the development of green manufacturing during the 2016-2020 periods.
The move comes after the central government issued the proposals for mapping out the blueprint for the country's development over the next five years.
Under the proposal, China will steer traditional manufacturing toward an environmentally friendly path, establish a low-carbon circular production system and encourage businesses to upgrade technology.
At the same time, China is going to establish the Green Development Fund to promote clean production methods and sustainable growth.

More Than 100 UK Investment Projects Revealed in BeijingMore than 100 investment projects in the United Kingdom were revealed for the first time on Tuesday to Chinese entrepreneurs at the 2015 China Outbound Conference in Beijing.
The investment projects are from 13 different sectors and were introduced by government officials from more than 20 regions in the UK.
More than half of them come from the infrastructure sector, while others range from retail, finance, fashion, food, and education industries.
About 200 Chinese companies took part in the 2015 China Outbound Conference, an annual forum presented by the China-Britain Business Council.
During Chinese President Xi Jinping's visit to UK last month, 40 billion pounds of deals were signed.
China's NetDragon Completes Promethean AcquisitionChinese online game developer NetDragon Websoft announced on Tuesday it had acquired a 100-percent stake in Promethean, a London-listed provider of interactive learning technology.
Insiders say the 130 million U.S. dollar acquisition shows NetDragon's commitment to the learning industry.
As an international education brand, Promethean offers hardware and software solutions including its flagship interactive whiteboards ActivBoards, and software ClassFlow.
Its products are currently used in over 100 countries and in 1.3 million classrooms globally.
With two million teachers and over 30 million students using its platform, Promethean will provide NetDragon with a strong brand as well as global sales and marketing channels.
JD.com Asks for Promo Probe into AlibabaChina's second-largest e-commerce company JD.com said it has sent a letter of complaint to a Chinese anti-trust regulator and formally requested an investigation into its rival Alibaba Group.
The complaint concerns a State Administration for Industry and Commerce regulation that forbids e-commerce platforms from limiting or barring their merchants from taking part in promotions on other platforms.
The regulation came into effect one month ago on October 1st.
JD.com said it has received information from merchants indicating that Alibaba, which dominates China's e-commerce market, is "forcing" them to choose to exclusively deal with one e-commerce site during promotional activities.
Tensions have come to a head in the run-up to China's annual Singles Day event, the world's biggest online shopping bonanza, which falls on November 11.
The two companies are bitter rivals in Chinese e-commerce, and it widely reported that little love is lost between their founders.

Guangzhou-based Raster Group finalized the deal with the Spanish club yesterday, agreeing to a 65 million euro contract.
CEO of the group Chen Yansheng told Spanish media that they will recruit Chinese players for the club and are planning exchange programs.
Barcelona-based Espanyol are entertaining the possibilities of a China tour where they will play in friendlies and warm-up games.
Currently Zhang Chengdong is the only Chinese player in La Liga. The former Beijing Guo'an midfielder joined Q-Bao sponsored Rayo Vallecano in July and is yet to make his La Liga debut.
China League AwardsThe curtains fell on the China League and an award ceremony was held in north China's Hebei province.
FC Yanbian became the biggest winner, scooping up five awards including the championship.
Their South Korean striker Ha Tae-goon was voted MVP. He also received the golden boot award as the season's top scorer.
Yanbian's biggest award above all that is being promoted to next season's Chinese Super League.
The team made their way back to China's top flight football league after 15 years.

Organizing Committee for 2022 Winter Games to be Set UpAn organizing committee for the 2022 Beijing Winter Olympic Games will be set up before mid December.
Deputy Secretary-general of the bid committee Wu Jingmi said at a seminar with the IOC that it will be structured in a similar way as the 2008 summer games but on a much smaller scale.
IOC president Thomas Bach offered his support while attending the conference by video. Bach also says the Winter Games will make it a win-win situation for both China and the world.
"The IOC will partner with you to deliver your vision. This Olympic games will benefit China and the world wide Olympic movement. It is indeed very impressive how Beijing 2022 embraced the Olympic agenda 2020. The IOC will contribute approximately 880 million US dollars to the success of these Olympic Games."Beijing city proper will host all the ice events, along with the opening and closing ceremony. The snow events will be held in Beijing's Yanqing county and Zhangjiakou city in Hebei province.
There will be an Olympic village in all three places.
An IOC delegation is in Beijing for the two-day seminar and scheduled to meet their Chinese counterparts to discuss work for the games.
HSBC Golf Championship to Tee off in ShanghaiIn golf,Forty of the world's top 50 golfers gathered in Shanghai for the HSBC World Golf Championships.
Title holder Bubba Watson played drums during a traditional Chinese lion dance to mark the start of the tournament. Jordan Spieth, Rickie Fowler and Henrik Stenson all joined him for the celebration.
