Addressing a working lunch during the 10th G20 summit in Turkey, Xi Jinping says the theme of the summit will be "Building an innovative, invigorated, interconnected and inclusive world economy."Chen Fengying, a researcher from China Institute of Contemporary International Relations, has elaborated on the upcoming Hangzhou summit:
"The Hangzhou Summit focuses on innovation, which lies in the innovation of growth patterns as well as the innovation of institutions. It also calls for the reform of global economic governance, which I think will be the highlight of the summit. Meanwhile, the Hangzhou summit will work on a mechanism to build an open, transparent and inclusive global economy. "China is set to take over the presidency of the G20 on Dec. 1 and a series of related meetings will be held next year.
Meanwhile, US President Barack Obama has voiced support for China's presidency, saying that he looks forward to attending the Hangzhou summit.
Hangzhou, best known for its scenic West Lake, has a population of nearly 9 million and is the largest city of Zhejiang Province.
Zhejiang, well-known for its robust privately owned businesses, ranked fourth among the 31 provincial-level regions on the Chinese mainland in terms of GDP in 2014.

Hangzhou Gears up to Host 2016 G20 SummitAnchorMenahwile, preparations are already underway in Hanghzou for the 2016 G20 Summit in China, just as the 10th G20 summit has concluded in the Turkish resort city of Antalya.
CRI's Luo Bin has more.
ReporterThe venue for hosting the 2016 G20 Summit lays alongside the beautiful West Lake in Hanghzou, in the eastern province of Zhejiang.
The location was initially designed for international exhibitions and meetings, but has been upgraded in order to meet the needs of such a high level event as a G20 Summit.
Xue Xiaoyong, who is responsible for upgrading the venue, says crews are now working around the clock to finish the interior fitting and decorations.
"Its design and construction need to be adjusted to meet the Summit's requirements, such as the acoustic system of the meeting rooms, rest areas for leaders, and also the security system,"Hangzhou is famous for its beautiful scenery that attracts millions of tourists every year. It has also becoming the hotbed for China's Internet start-ups including the Internet giant Alibaba, which is headquartered in the city.
Yang Xiaoyong, with the Hangzhou City Commission of Economy and Information Technology, says hosting the G20 summit will help accelerate the development of the city's Internet industry:
"Hangzhou is planning to become a global hub for e-commerce, cloud computing, and big data, as well as the Internet of Things. We will make the most out of the G20 Summit, and speed up this aspiration,"Meanwhile, Liu Jun, an economic expert from East China Normal University says holding the G20 summit in a city like Hanghzou is in accordance with the current global economic backdrop, which gives great emphasis on internet businesses:
"Beijing and Shanghai have hosted many important international meetings. China wants to show different places to the world this time. I think the topics for next year's G20 Summit will be about global connectivity amid an open and innovative economic backdrop. As one of the leading cities of the Internet sector in China, Hangzhou is an ideal venue."The ongoing Antalya summit has brought leaders from the world's major economies together to discuss strategies to boost global economic growth. Many leaders from the summit believe China is important for stability in the global economy and expect China can play a more constructive role.
For CRI, I'm Luo BinChina should Focus on Developing Countries in Next Year's G20: OfficialAn economic expert has suggested the next G20 summit, which will be held in Hangzhou City, China, should give more weight to developing countries.
Güven Sak, Chair of Think 2O, made the suggestion while taking part in the just-concluded Antalya Summit in Turkey.
Issues such as the development of low income countries and infrastructure have been widely discussed among G20 leaders in Antalya.
Yet Sak says this is far from enough and expects China will help push for more Infrastructure Investment in developing countries:
"Regarding infrastructure investments, major issue is about funding. The funds are already existing. The issue is bringing them to the investment projects basically. So when you look at it that way, both AIIB and also One Belt One Road are good projects for infrastructure investments. But they are going of course beyond infrastructure investment, and their meaning is also beyond economies."As China is the largest developing country in the world, issues related to developing countries are expected to be laid out during the 2016 Hangzhou summit.
China outbound investment surge reinforces growth confidenceChina's overseas nonfinancial investment during the first 10 months of 2015 surged 16.3 percent year on year, which is seen as a stabilizer of world economic growth.
Data released by the Ministry of Commerce showed that the mainland made nearly 590 billion yuan or 95 billion U.S. dollars in outbound direct investments during the period.
Jiang Wenbin, deputy director of the Cooperation Department of the Ministry of Commerce, says Hong Kong remains one of the most popular destinations for ODI from the mainland this year.
"Half of the outbound direct investment flow into Hong Kong SAR, which is attracting a huge number of mainland investors for its status as an international financial center. Many mainland companies have made foreign investment actively through their satellite offices set up in Hong Kong. From Jan to Oct the mainland investors made 48.2 billion U.S. dollars ODI in Hong Kong SAR, accounting for 50.6 percent of the total amount of the FDIs made in that period."Jiang attributed the surge in ODI growth to China's Belt and Road initiative. He said the project has provided a new economic impetus by promoting international cooperation and increasing production capacity.
"Over the past 10 months, Chinese companies made outbound direct investment in 49 countries in the Belt and Road region, accomplishing a 36.7 percent year-on-year increase to reach nearly 13.2 billion U.S. dollars."ODI projects covered a wide range of fields including transportation, residential construction, electric power engineering and petrochemical industries.
China landslide death toll rises to 26Five more bodies were found after a massive landslide buried dozens of homes in east China's Zhejiang Province, bringing the death toll to 26, with 11 others still missing.
Rescuers conducted a safety exercise on Monday to locate survivors in the city of Lishui, where the massive landslide occurred late Friday night.
Ma Haitao, a researcher at the China Academy of Safety Science and Technology said the emergency exercise was aimed at securing the safety of the workers involved in the rescue operation in case of further landslides.
"There are signs of further landslides based on our analysis of the geological activities at the site earlier. So we advised the commander that we will conduct an emergency exercise and develop a forecasting system to ensure a smooth rescue operation."Ma added that monitoring equipment including a slope synthetic aperture radar was used for the landslide assessment.
"The radar is able to detect a slope deformation of 0.1 millimeters. So once there is a large-scale landslide reaching a certain speed, the radar can send out a message in advance so that we can ensure the safety of the rescuers."Fifty professional psychologists have also been sent to provide medical help for family members of the victims.
Wang Lei, a psychologist from Zhejiang's capital city Hangzhou, helped a girl who lost two younger brothers in the landslide and refused to communicate with others after the disaster.
"We used some induction methods like hypnosis, touching motions, body languages to let her cry and speak. These are very effective to her."Rescue efforts are expected to continue throughout the week.
Meteorological experts have warned against further hazards for about 2,300 rescuers who are engaged in the search and rescue.
More than 300 villagers have been relocated.
French President Addresses Parliament Over Paris AttacksAnchorFrench President Francoise Hollande said on Monday that his country's constitution must be amended to better deal with national crises.
CRI's Victor Ning with more.
ReporterIn a rare and somber address to both houses of the French parliament at Versailles, President Hollande said France needed major legal changes to ensure its national security.
Hollande said France should strip dual nationals of their French citizenship if they are convicted of terrorism, and that dual nationals who present security risks should be banned from entry into France.
"Nationality stripping should not be used to induce statelessness, but we should be able to remove someone's French nationality if they're found guilty of a violation of our nation's fundamental interests, or an act of terror, even if this person was born French. You heard me right, even if they are born French, if they have dual nationality."Hollande also said he plans to increase national security spending, strengthen anti-terrorism laws and boost border controls.
Some detailed measures include the creation of 5,000 new jobs in the country's security forces and an addition of 2,500 in prison staff.
Hollande acknowledged some new regulations would break EU's budget rules, but he believed national security should be given priority.
"This will lead to higher spending, which I take responsibility for. But under these circumstances, I consider the security pact prevails over the stability pact."The French President says he has requested meetings meet with U.S. President Barack Obama and Russian President Vladimir Putin to form a coalition facing the terrorists in Syria.
He said France will now strengthen its military involvement in Syria.
Paris is set to hold the 2015 UN Climate Change Conference from November 30 to December 11. Hollande said plans for the conference will not change.
After Friday's attacks in Paris, a State of Emergency was declared in France. Hollande said Parliament will consider a bill to extend the State of Emergency for three months.
Hollande then stressed France's resolve in defeating terrorism.
"We will eradicate terrorism because the French want to continue to live together without fearing those next to them. We will eradicate terrorism because we are attached to freedom and France's influence in the world. Terrorism will not destroy the Republic because it is the Republic that will destroy it. Long live the Republic and long live France."Parliament members welcomed the presidential address with a standing ovation, and concluded the event by singing the French national anthem.

My family and I are very distressed by what's happened. We found out about it from the television as many of you did. And we never thought that one of my brothers could be linked to this attack."Mohammad's brother Brahim Abdeslam was a suicide bomber at Comptoir Voltaire cafe in Paris and another brother Salah Abdeslam is currently the subject of an international manhunt.

Obama said the United States has agreed to speed up its sharing of military intelligence with France to try to avert such assaults in the future. And his country is working closely with France in its investigation of the attack and its hunt for suspects in the attacks.
"What is different this time and what gives us some degree of hope is that, as I said, for the first time all the major countries on all sides of the Syrian conflict agree on a process that is needed to end this war. And so while we are very clear-eyed about the very, very difficult road still ahead, the United States, in partnership with our coalition, is going to remain relentless on all fronts, military, humanitarian, diplomatic."He added the agreement will allow US personnel to pass threat information including on Islamic State jihadists to France more quickly and effectively.
CIA director warns of possibly more attacks by Islamic StateThe director of the Central Intelligence Agency on Monday warned more attacks may occur following Friday's deadly assault in Paris claimed by the Islamic State.
CIA Director John Brennan says intelligence services right now in Europe and other places are working feverishly to defend against attacks.
Brennan's remarks came the same day as reports surfaced of a new IS video, which claimed that the group planned to target other countries who had participated in counter-IS strikes including the United States.
The attacks in Paris on Friday evening, which killed at least 132 people and wounded more than 350, came just one day after two suicide bombers killed at least 43 in Beirut, Lebanon. The IS had already claimed responsibility for the attacks.

World Meteorological Association Chief Michel Jarraud said that this El Nino which resurfaced a few months ago has already caused severe droughts and flooding. And it is expected to become even more powerful by the end of the year.
"As I said there is a very strong one which is under way, the surface temperature in the equatorial…in the east-central tropical Pacific Ocean is exceeding 2 degrees Celsius above the normal temperature and that means that this El Nino is one of the three strongest for more than 50 years."WMO published its El Nino update ahead of a conference in New York Tuesday on the climate pattern, and just weeks before a global summit in Paris tasked with sealing a climate change pact.
El Nino is triggered by a warming in sea surface temperatures in the Pacific Ocean. It can cause unusually heavy rains and severe droughts.
The phenomenon usually leaves countries like India, Indonesia and Australia drier, increasing chances of wildfires and lower crop production.

Misunderstanding of antibiotics fuels superbug threat: WHOThe World Health Organization has said that people across the world are alarmingly confused about the role of antibiotics, and that this ignorance is fuelling the rise of drug-resistant superbugs.
Margaret Chan, Director-General of the WHO said on Monday that the problem is an increasingly worldwide one.
"The rise of antibiotic resistance is a global crisis. More and more governments recognise the importance of this issue and as one of the greatest threats to health today. The threat is easy to describe - Antimicrobiol resistance is on the rise in every region of the world."Over-use and misuse of antibiotics exacerbates the development of drug-resistant bacteria, often called superbugs.
The WHO said around a third of people surveyed wrongly believed they should stop taking antibiotics when they feel better, rather than completing the prescribed treatment course.
WHO's special representative for antimicrobial resistance, Keiji Fukuda, stressed the urgent need to improve understanding around antibiotic resistance.
"The reason why this is so important is that, this overuse and this misuse of these medicines, is taking what happens normally, resistance can't develop normally; it's just really accelerating the process. It's really jumping it up to a much faster speed."The United Nations health agency said 64 percent of those asked believed wrongly that penicillin-based drugs and other antibiotics can treat colds and flu, despite the fact such medicines have no impact on viruses.
Experts urged doctors to dissuade patients from demanding antibiotics for infections they can't treat, and persuade them to use the drugs strictly according to prescriptions.
