President Xi Jinping has urged the military to turn cutting-edge technology into real combat capacity. He was attending a meeting of national lawmakers from the military on the sidelines of the ongoing annual "two sessions".

President Xi is also the chairman of China's Central Military Commission. He said a preemptive attitude toward military affairs is needed, and that innovation should be given a key position in China's military development. He said the armed forces must design strategies in line with advanced military technology. 

He also emphasized that the military should improve management, attract personnel and establish unique advantages in key fields. It's also worth noticing that last September, Xi announced to cut 300,000 troops during its grand military parade. Many analysts believe China is stressing more on quality than quantity of its military strength.
