Chinese Premier Li Keqiang delivers a speech during theEuropean Union (EU)-China Business Summit in Brussels,Belgium, June 29, 2015. The premier said that China isconsidering to kick start a China-EU investment platform tosupport Europe's economic revival. 2015年6月29日，中国国务院总理李克强在比利时布鲁塞尔中欧工商峰会上发表演讲。李克强总理表示，中方将考虑建立中欧共同投资平台，助力欧洲经济复苏。
李克强指出中欧作为全球两大重要经济体(two major economic powers)，有责任携起手来，共同推动国际产能合作(international industrial capacity cooperation)。
开展国际产能合作，可从以下四个领域取得突破。
一、中方愿与欧洲投资计划对接(interface with European strategic investment plan)，在基础设施共建上突破，推动“一带一路”倡议("Belt and Road" initiatives)和“容克计划”( "Junker Plan")对接。
二、中欧双方可以装备制造(equipment manufacturing)为重点，在第三方合作上取得突破。
三、面向产业投资需求，在金融合作(financial cooperation)上突破。中方将积极考虑建立中欧共同投资基金(China-EU investment platform)，助力欧洲战略投资基金(European Fund for Strategic Investment)。
四、在提升贸易投资自由化(liberalize trade and investment)水平上有突破，合理处理贸易摩擦(trade friction)。双边投资协议(Bilateral Investment Treaty, BIT)谈判是深化双方经贸合作的重头戏，应抓紧推进。

李克强指出，人文交流(people-to-people exchanges)是中欧合作的重要支柱，中欧双方应充分发挥中欧高级别人文交流对话机制的统领作用(give full play to the high-level dialoguemechanism)。
同时，他表示中方愿加强在气候变化(climate change)国际谈判中的对话沟通，推动巴黎气候大会如期达成新协议。
