This is AP news minute. 

1. Roads in North and South Carolina are still flooded after hurricane Matthew's devastating impacts across the South.  Law enforcement officers have conducted numerous water rescues in both states. Officials mourned the state off roads no matter how deep the flood waters may appear to be.  

2. Almost weeks after parts of Haiti were hit by Hurricane Matthew, communities are getting desperation. Powers are still out and water and food are scarce as relief convoys are being halted by young men, putting up blockages in the villages on the way to hard-hit cities. 

3. Commuter railway service has resumed at New Jersey transit station, damaged after a train crash killed a woman on the platform and injured more than 100. Eight of the 17 tracks at Hoboken Terminal reopened on Monday. 

4. And a bald eagle that somehow managed to get wedged in the front grill of a Florida car was freed unharmed by police after hurricane Matthew rolled passed the area. The bird could be seen peering out of a passing car on Saturday in the storm's aftermath is now at a wildlife sanctuary in Jacksonville.
