According to China's Anti-drug Law, compulsory narcotics detoxification is one of the means to help drug users get rid of their addiction. The drug users will also be given a variety of useful coping skills during their 2-year period of rehabilitation. A trainee surnamed Wu at a local drug rehabilitation center in Xuchang described the center as a school instead of a jail. "We have learnt to establish a positive life outlook and correct views of values, as well as what to do when we're back into society, for instance, how to deal with other people's discrimination, or what to do when drug pals come to incite you to use drugs. All of this is very useful and important." Li Hongjiang, Deputy Head of the Public Security Bureau in Luoyang, believes that narcotics detoxification requires long-term and persistent treatment. He explained that local communities play an important role in preventing the drug users from relapsing. "After completing the detoxification at drug rehab centers, the drug users should immediately receive community treatment and recovery. According to relevant law, such rehabilitation requires efforts from 4 sides, community workers, civil police, volunteers and the trainees' relatives." Figures from China's narcotics control authorities last year showed that the number of drug users in the country topped 14 million. Nearly 3 million of them were registered by the end of 2014, with half of them taking synthetic substances. Song Huimin, who is in charge of fighting against drugs from Department of Public Security in Henan, believed that a tough stance on drug related crime is of the essence. "The drug situation in Henan is expanding from urban to rural areas, from adults to adolescents, and from high-income groups to ordinary people. Though the drug situation in Henan is controllable, if we do not nip the problem in the bud with a tough stance, ingrained consequence that are hard to break will still occur."
