The federal government says changes to Australia's welfare system will focus on breaking welfare dependency rather than saving money. A new report by PWC has found young carers, young parents and some students are most at risk of getting caught in a lifetime of welfare. The government will use the report to launch a new investment approach to welfare.

A spill motion against the leadership of Colin Barnett has been defeated at a Liberal party room meeting at parliament house in Perth. Former transport and agriculture minister Dean Nalder quit cabinet on the weekend announcing he would challenge Mr Barnett for his job. Mr Nalder did not have the numbers for the spill motion to succeed.

At least 12 people have been killed after an attack on an international aid convoy in Syria. The convoy of United Nations and red cross personnel was delivering humanitarian supplies to residents of the war-torn Aleppo region when it was hit by a Syrian or Russian air strike. It's believed the majority of those killed were from the local red cross operation.

And police have charged a man over a bombing and attempted bombing in New York and New Jersey. Ahmad Kahn Ra-Hami was arrested after being wounded in a gun fight with the police. The 28-year-old has been charged with five counts of attempted murder.
