1. Hurricane Bill is gaining strength in the Atlantic. It is now a Category 2 storm. It's expected to become a major hurricane packing winds over 110 miles per hour over the next couple of days. The hurricane will likely steer clear of Florida which is awash in the remnants of what used to be Tropical Storm Claudette.

2. The foster parents of a boy with cerebral palsy are pleading for his safe return. The couple told police they believed 5-year-old Hassani Campbell was kidnapped from an Oakland, California shoe store last week. Campbell was last seen sitting in a car outside the store where his foster mother works.

3. The FBI is investigating the beating of a man after the Minneapolis police chief reviewed this dash camera footage. The video shows police officers kicking and punching Derryl Jenkins while he was being held face-down in the snow back in February.

4. Monday may have felt like a holiday to Chicago residents as part of an effort to save eight million dollars. The city shut down all of its libraries and canceled trash pickup for the day. Two more service cut days are planned for this year.
