President Xi is also the chairman of China's Central Military Commission. He said a preemptive attitude toward military affairs is needed, and that innovation should be given a key position in China's military development. He also emphasized that the military should improve management, attract personnel and establish unique advantages in key fields. It's also worth noticing that last September, Xi announced to cut 300,000 troops during its grand military parade. Many analysts believe China is stressing more on quality than quantity of its military strength.
