Controversy involving pardons issues by the governor of Mississippi.A pardon releases criminals from guilt1.The President can grant pardon to federal criminals and many states governors have that power as well.Mississippi governor Haley Barbour handed out 200 pardons this week.Most of these people are already out of jail.
