The US has had a policy that not negotiate with terrorists until the Republican Congress say Obama administration broke the law over the exchange. It didn't tell Congress 13 days in advance of the deal. The Defense Secretary Chark Heigol says the US acted fast because sargeon burgdol's health was getting worse.
