Egyptian President Hosni Mubarak is warning of a global wave of terrorism unless the United States does more to bring about peace in the Middle East. Mr. Mubarak spoke on the eve of a visit to the 1)region by Secretary of State Colin Powell. When Secretary Powell meets Wednesday with President Mubarak in Alexandria the message he is likely to hear is that the United States must become more actively 2)involved in finding a way to end the Israeli-Palestinian crisis. Speaking in Cairo, the Egyptian leader warned of the 3)consequences if the U.S. does not act. He says the U.S. can only benefit if it moves quickly and 4)decisively toward peace. But he says if the United States does not 5)take action, the violence could easily change into terrorism, which, President Mubarak warns, will not be confined to the Middle East, it will be worldwide. Nine months of street clashes and suicide bombings have 6)nudged the Bush administration toward a greater role in trying to solve the 7)conflict between Israel and Palestinians. President Bush has met for the second time with Israeli Prime Minister Ariel Sharon in Washington and Secretary of State Powell will embark Wednesday on his second 8)diplomatic 9)mission to the region. Mr. Powell has said he is not coming with any new 10)initiatives, but he clearly hopes to convince both sides to shore up a 11)tenuous two-week-old cease-fire. That would be the next step and once achieved would allow for implementation of other measures to build confidence and lead to an 12)eventual return to full-13)fledged peace 14)negotiations. Those measures are outlined in the Mitchell Report. While both Israel and the Palestinians have agreed to the Mitchell Plan in principle, neither side seems ready to fully 15)implement it. The Palestinians want the Americans to put pressure on Israel to ease its 16)blockade of the West Bank and Gaza Strip. The Israelis want pressure put on Palestinian leader Yasser Arafat to halt all attacks against Israeli targets. If Secretary Powell asks Arab leaders to put pressure on the Palestinians, he is not likely to get an 17)enthusiastic response, as Mr. Mubarak made clear. He says do not ask any president to do that. It is unfair to ask the Palestinians to do the impossible. He says the Palestinian leader is responsible to his people and other Arab leaders must also 18)take into account public opinion in their own countries. In other words, Arab leaders cannot 19)ignore the fact that public opinion throughout the Arab world is definitely 20)on the side of the Palestinians.
