1. Wisconsin lawmakers have voted to strip nearly all collective bargaining rights from the state's public workers. The vote ends a standoff over union rights that has rocked the state and the nation. Earlier, police hauled away dozens of protesters from the capitol building.

2. Residents in the Northeast and parts of the Midwest are nervously watching rising waterways. Heavy rain is causing creeks and rivers to overflow, damaging houses and detouring commuters. It's the second time the area has been waterlogged in less than a week.

3. Secretary of State Hillary Rodham Clinton says she will meet with Libyan opposition figures, this as the US steps up its outreach to groups seeking the ouster of leader Moammar Gadhafi.

4. And Lindsay Lohan accused of stealing a necklace has rejected a plea deal offered by prosecutors, one that would have sent her back to jail. The actress appeared in a Los Angeles court. She agreed to a delay in her case until a preliminary hearing next month.
