2. Coastal areas of Galveston, Texas saw storm surge and localized flooding as tropical storm Bill dumped heavy rains and wind onto the gulf coast. Still, Texas governor Greg Abbot said the state has so far avoided the worst and is unaware of any deaths since the storm made landfall. 

 

3. Mourners have placed dozens of bouquets and symbols of Ireland outside the California apartment building where a balcony full of people collapsed Tuesday during a 21st birthday party. Five Irish students were killed along with a northern California woman. An investigation into the cause of the collapse continues.
