Its epicentre, the point directly above the earthquake was at the northeast of Pakistan. The force was felt in neibouring Pakistan and Tajikistan as well as two countries away in Idia. Its magnitude was 7.5, capable of catastrophic damage, but the geologists say because the epicentre was so deep, more than a hundred and thirty miles below the surface, its effects were limited. Still Afganistan officials said more than four thousand houses were severely damaged or destroyed, and more than two hundred people, most of them in Pakistan, were confirmed dead when we produced the show. The quake hit a rural mountainous area. Some of affected villages are hard for rescuers to reach. They don't also have good infrastructures like sturdy bridges and reliable communication systems. So that's another challenge. This quake was only slightly less powerful than one that strucknearby Kashmir in 2005, but that one's epicentre was shallow and it killed more than seventeen thousand people. This week local and government law officials from across America are meeting in Chicago, Illinois. One issue they are discussing, a surge of violent crimes in some cities, with an increase numer of murders in Dallas, Texas, Miami, Florida, Milwaukee, Wisconsin and Cleveland, Ohio. Another issue for officials at the meeting, was some are calling Fugurson Effect. It follows a controversial incident in Furgurson Missori last year when a white police killed a eighteen-year-old black man.
FBI director Jim Commy says that at least part of the reason why there is a surge in crimes in some cities around the country could be that some officers are holding back.Now this is called the Furgurson Effect because increased scrutiny on police's tactics is causing officers to be reluctant to arrest suspects. He spoke to the University of Chicago on Friday and he tackled these issues about the race and the effect on police.
Far more people are being killed in some of American cities than in many years. And let's be clear, far more people of color are being killed in American cities this year and it's not the cops doing the killing. I wish to know that not all police chiefs believe that their officers are holding back. There are some believe that the rising crimes could be explained by the rise of synthetic drugs on the streets.
