This is AP news minute. 

1.  President Barack Obama is promoting an order called "Buy American, hire American". In Wisconsin, he toured a toy manufacturer and signed the order. It's aimed at curbing abuse of VISA program that relies on the high skilled foreign workers. 

2. Police say the man accused of recording a murder and posting it to Facebook has killed himself. Police have been searching for Steve Stephens since he allegedly killed a retired man in Cleveland. Officials say he shot himself after he was spotted in arena, Pennsylvania. 

3. It's one of the Philippine's deadliest road accidents in years. At least 26 people are dead after a bus crash in northern mountain town. The bus apparently lost its brakes and plunged into a ravine. 

4. Spectators watched at least 5 rockets with the cargo capsule lifted off from Cape Canaveral Tuesday morning. The capsule is carrying cargo for the international space station. It's dedicated to former astronaut and senator John Glenn who died last year.
