The 2nd day of the Communist Party of China's latest plenum is due to begin later this morning here in Beijing.

This session, which runs until Thursday, is focused on the rule of law.

The meetings are being billed as a potential milestone for Chinese political reform, though the details of what we can expect out of the sessions have not been forthcoming.

The Hong Kong government is due to sit down for formal talks with student protesters involved in the so-called Occupy movement later this Tuesday.

The talks themselves will be broadcast live.

The talks come on the heels of dozens of people being injured in two nights of clashes over the weekend in the Mong Kok district of Hong Kong.

The High Court of Hong Kong at the meantime has granted an interim injunction to bar protesters from continuing to occupy a certain section of the area.

The Chinese government says it's reached a consensus with India as to how to handle their border issues.

The statement follows a Sino-Indian Border Affairs meeting in New Delhi this past week.

As part of the consensus, the two sides have agreed to set up a regional hotline so the military garrisons on either sides of the border can talk to one- another directly.

They've also established a protocol for regular meetings.
