The new face of Public Enemy Number One looks cool, calm and collected. Retired Four Star General Jack Keane says al Qaeda has a reason to feel confident.

(Keane) "al Qaeda is on the rise in the Middle East and in north and northeast Africa. Those facts are absolutely undeniable. Our intelligence sources know that."

There are no caves in this video. These suspected terrorists are sitting in broad daylight, seemingly unconcerned about a U.S. drone strike.

(Keane) "We haven't seen anything like this going back to the 1990's when bin Laden was running around Afghanistan exposing himself and pronouncing what he intended to do."

When it comes to fighting al Qaeda, General Keane says the U.S. needs more than drones.

(Keane) "We need a strategy to defeat al Qaeda. We do not have one."

The unnerving video surfaced online and now intelligence officials are analyzing every frame.
