The proposal from the Food and Drug Administration would ban the sale of electronic cigarettes to minors and add health warning labels to the popular nicotine devices.

These proposals won't do anything immediately, but the agency is hoping to set foundations for regulating the products that so far carry no restrictions.

E-cigarettes are plastic or metal tubes, about the size of a traditional cigarette, that heat liquid nicotine instead of burning tobacco. That vapor created is inhaled, giving smokers nicotine without the chemicals used in cigarettes.
