EU leaders and Turkish Prime Minister Ahmet Davutoglu converge in Brussels, as the bloc looks to Turkish capital Ankara to help curb the influx of refugees and migrants flowing into Europe.
The leaders meet for what's been called a "make-or-break" summit, with calls growing to abandon a German-led plan for a continent-wide solution. Dutch Prime Minister Mark Rutte says he is moderately optimistic that the EU leaders and Ankara will reach an agreement to limit flows of migrants into Europe through Turkey.
