明年起网络表演者须实名注册 将建立警示名单

 　　The Ministry¹ of Culture is making it compulsory² for presenters³ of online shows to register with their real names.

　　据报道，我国文化部将强制规定网络表演者必须实名注册。

　　The rules oblige operators of online shows to identify presenters via interviews or video calls, and apply for licenses⁴ from provincial⁵ cultural authorities, which will be filed with the ministry.

　　规定要求网络表演经营单位采取面谈或视频通话的方式核实表演者的身份，并向省级文化行政部门申请许可证。许可证将在文化部备案。

　　The regulation also states that operators should obtain a permit from the ministry before offering channels to presenters from the Hong Kong Special Administrative⁶ Region (SAR), Macao SAR, Taiwan and foreign countries.

　　规定还声明，网络表演经营单位在为香港特别行政区、澳门特别行政区、台湾地区或外国的表演者开通表演频道前，需获得文化部的批准。

　　Operators must carry out real-time supervision⁷ of performances and keep records of all the shows.

　　网络表演经营单位必须进行实施监督并备案所有的直播视频。

　　A mechanism⁸ for handling emergencies should be established, and once they detect content that violates laws and regulations in the shows, operators must suspend services, preserve relevant data, and report the matter to authorities.

　　此外，处理紧急事件的机制也应当建立起来。一旦在直播中出现违反法律法规的行为，网络表演经营单位必须停止直播，储存相关数据，并向当局报告。

　　A blacklist will be created by the ministry to strengthen management of online performances and ensure the sector's healthy and orderly growth.

　　文化部将建立黑名单，以加强网络表演管理、确保网络表演行业健康有序发展。

　　The regulation will come into effect on Jan 1.

　　该规定将从明年1月1日起开始施行。
