Good morning, everyone. Police have launched a public appeal for information to find a serial¹ attacker, who preyed² on women in Sydney's affluent³ eastern suburbs between 1985 and 2001. A national and international search has failed to find the man, who targeted women and teenage girls in 27 separate attacks, usually armed with a knife.

The Liberal National Party has flagged possible court action, after Labor's Cathy O'toole won a recount in the seat of Herbert by just 37 votes. The Australian Electoral Commission finished recounting votes in the Queensland seat yesterday, after the first count put Ms O'toole just eight votes ahead of sitting MP Ewen Jones. It means the Turnbull government goes to parliament with a tiny majority of just one seat.

The IOC has now appointed a three person panel which will have a final say on which Russian athletes can compete at the Rio olympic games. Last week Olympic chiefs decided⁴ the governing bodies of individual sports would make that ruling, despite a recommendation from the World Anti-Doping Agency that the entire Russian team be banned. More than 250 Russian athletes have since been cleared to compete. But the IOC now says the three-person panel "will decide whether to accept or reject that final proposal".

Melbourne drivers have been warned to expect traffic chaos⁵, with a major road into the city closed due to a truck crash. Vic Roads says the truck hit the Swan Street Bridge in the city's east and rolled just before two o'clock this morning. Swan street has been closed in both directions between Punt Road and Church street.
