We start 2016 with a story about corruption¹ in Beijing’s police department.

新年伊始来说一说北京公安系统。

The spotlight² is on Song Jianguo, a 61-year-old veteran of Beijing’s police force and head of the Traffic Management Bureau.

视点聚焦61岁前北京市公安交通管理局原局长宋建国。

In November, the court convicted and sentenced Song for life on numerous counts, which include accepting nearly 24 million yuan in bribes³.

去年12月，包括收受2400万元赃款在内的多项罪名指控，法院判处宋建国无期徒刑。

His son, Song Zhe has also been sentenced to 20 years in prison for accepting bribes worth 12 million yuan in connection to his father’s activities.

儿子宋喆也因收受1200万元好处费被判有期徒刑20年，犯罪事实与宋建国有关。

Father and son have both appealed the ruling.

父子均对判决提出上诉。

In its conviction statement, the court said that Song senior had accepted payoffs from taxi services, art dealers⁵, a property developer and others for at least eight years.

据判决书所述，宋建国曾收受出租公司、艺术商、房地产商以及其他商人好处费，持续时间至少为8年。

For instance, Song’s position as head of the Traffic Management Bureau had allowed him to secure for his clients driving plates with special privileges.

比如，宋建国利用职务便利为客户办理“特殊牌照”。

Known as the “A Jing” plates, these are licenses⁶ intended for high-level government and party-owned vehicles, and they carry special privileges like one that allows owners to park in no-parking zones.

这就是有名的“京A车牌”，该车牌为中央国家机关车牌，该车牌车辆能在禁停区域停车。

Song’s clients have included the controversial property tycoon⁷ Guo Wengui, founder⁸ of Beijing Pangu Investment and Beijing Zenith Holdings, and Liu Changqing, the chairman of Beijing’s largest taxi service United Crescent.

Besides securing special driving plates, Song has also helped Guo win government approval to put up outdoor LED commercials as well as aiding United Crescent to win permit to run a driving school.

But that’s not all.

The court said Song received more than 15 million yuan introducing businessmen seeking fine art to a famous art dealer⁴ named Sun Shiping.

据法院所说，宋建国将商人推荐到艺术商孙士平那里购买字画，并收取超过1500万元好处费。

Often, Song connected plate-seeking clients like Guo and Liu to the art dealer in return for commission.

宋经常把像郭文贵，刘长青这样的“京A”客户介绍给孙士平，捞取好处费。

For instance, court documents say that United Crescent's Liu Changqing paid 90 million yuan for more than 100 paintings from Sun between 2009 and 2014.

据法院文件所述，2009年到2014年，新月汽车的刘长青在孙士平那里购买了价值9000万元字画，字画数量超过100幅。

And Sun paid Song 11.5 million yuan for his facilitation.

而孙向宋建国支付了1150万元好处费。

The property developer had also bought four pieces of art from Sun, who in return paid the traffic official 180,000 yuan.

地产商也在孙士平那里购买了4件艺术品，并向宋建国支付18万元。

Sun testified that, over the years, he had offered a total 15.3 million yuan to Song for the transactions.

据孙士平证实，他总共向宋建国支付了1530万元“交易费”。
