Today European leaders started summit in Brussels. The big problem is of course the crisis in Crimea, but there's another nagging1 headache - the banking2 system. As it happens, it's a year since the most recent major episode in Europe's financial turmoil3 came to our head. That was Cyprus, and it was a controversial case because bank account holders4 with large balances were forced to take losses.
