 Is this guy dangerous or just nervous?  这个人是危险的还是仅仅是比较紧张？

Can you afford to take the risk? Can you afford not to? 你承担得起这个风险吗？你可以不承担吗？

Something I'm often hearing is,  我经常听别人说

"Prostitution would be fine if we made it legal and regulated it." “如果为卖淫制定法律并合理管理，卖淫的情况就会好很多。”

We call that approach legalization, and it's used by countries like the Netherlands, Germany and Nevada in the US. 这种方式叫卖淫合法化，被荷兰，德国和美国的内华达州所采用。

But it's not a great model for human rights.  但是从人权的角度来说，这不是一个好的模型。

And in state-controlled prostitution,  在国家控制卖淫的情况下

commercial sex can only happen in certain legally-designated areas or venues², 性交易只可以在法定区域或街道上获得，

and sex workers are made to comply with special restrictions³, like registration⁴ and forced health checks. 性工作者也必须遵守特殊的规定，比如注册和强制身体体检。

Regulation sounds great on paper,  规定理论上听起来很好，

but politicians deliberately⁵ make regulation around the sex industry expensive and difficult to comply with. 但是政客们故意提高性产业的价格门槛，让这些规章制度非常难以遵守。

It creates a two-tiered system: legal and illegal work. We sometimes call it "backdoor criminalization." 这形成了合法和非法工作并存的双重系统。有时我们叫它 “秘密犯罪化”。

Rich, well-connected brothel owners can comply with the regulations,  人脉广又富有的老鸨们可以遵守相关的规定，

but more marginalized people find those hoops⁶ impossible to jump through. 但是更多产业边缘的人根本无法通过相关的规定。

And even if it's possible in principle, getting a license⁷ or proper venue¹ takes time and costs money. 即使政策上允许，获得经营地点和经营许可也需要大量的时间和金钱

It's not going to be an option for someone who's desperate and needs money tonight. 对于那些急切地需要钱的人来说这是不可能的。

They might be a refugee or fleeing domestic abuse.  她们也许是难民，也许正在逃离家庭暴力

In this two-tiered system, the most vulnerable people are forced to work illegally, 在这个双层系统里，最脆弱的人被迫违法工作，

so they're still exposed to all the dangers of criminalization I mentioned earlier. 仍然暴露在我之前所说的各种犯罪的危险之中。

So. It's looking like all attempts to control or prevent sex work from happening makes things more dangerous for people selling sex. 所以，似乎所有想要控制或者阻止性工作的方式都反而让性工作者更加危险。

1 venue
