U.S. Secretary of State Condoleezza Rice, speaking after telephone consultations1 with big-power foreign ministers, said there has been progress in European mediation2 efforts on the Russia-Georgia conflict. Rice said Moscow must abide3 by its stated promise to halt military operations.
