 　　182. Disagreement as to Representation. 182．关于代表分配的不同意见

　　The Virginia plan proposed that representation in one branch of the new Congress should be divided among the states according to the amount of money each state paid into the national treasury¹, or according to the number of the free inhabitants of each state. 弗吉尼亚计划提出新国会的两会代表应该根据各州交给国家财政的钱数来分配，或者根据各个州自由居民的数量来分配，

　　The Delaware delegates at once said that they must withdraw. 特拉华的代表立刻表示如此他们一定会退出议会。

　　In June Governor Patterson of New Jersey² brought forward a plan which had been drawn³ up by the delegates from the smaller states. 六月，新泽西的州长帕特森提出一个计划，这是一份由几个较小的州的代表起草的计划，

　　It is always called, however, the New Jersey plan. 但一般把这个计划叫做新泽西计划。

　　It proposed simply to amend⁴ the Articles of Confederation so as to give Congress more power. 这个计划只是提出对《联邦条例》做出修正以给国会更多的权力。

　　After a long debate the New Jersey plan was rejected. 经过长时间的争议，新泽西计划也被放弃。

　　The discussion now turned on the question of representation in the two houses of Congress. 此时的讨论转向国会两院的代表分配问题，经过长时间的争论和许多计划的深入分析， After a long debate and a good deal of excitement Benjamin Franklin and Roger Sherman proposed a compromise.

　　This was, that members of the House of Representatives should be apportioned⁵ among the states according to their population and should be elected directly by the people. 即众议院的人数应该根据各州的人口分配，并且由各州的人民直接选举产生；

　　In the Senate they proposed that each state, regardless of size, population, or wealth, should have two members. 在参议院各州分别拥有两个代表，不分州的大小、人口和财富，

　　The Senators, representing the states, would fittingly be chosen by the state legislatures. 代表各州的参议员将由州立法机关选择适当的人选来生成。

　　It was agreed that the states should be equally represented in the Senate. 国会同意各个州应该在参议院有等额的代表分配，

　　But it was difficult to reach a conclusion as to the apportionment of representatives in the House. 但是，对于众议院代表的分派很难达成定论。
